Position Purpose
Under the direction of the Chief Information Officer, the Project Manager performs project management duties for the Wisconsin PSC CPF Digital Connectivity and Navigators grant for the City of Racine. They are responsible for running the grant project, scheduling and overseeing the Digital Navigators, ensuring compliance, and gathering data required by the granting agency. The Project Manager has excellent communication skills, attention to detail, and can successfully manage the project.
Essential Duties- Maintain project schedule, scope, budget, milestones, deliverables, and communication.
- Manage project staff, develop schedules, and resolve basic conflicts.
- Oversee, adjust, and document all project aspects.
- Collects, analyzes, and summarizes information and trends as needed to prepare project status reports.
- Organize and oversee meetings with stakeholders and departmental staff to discuss project goals and progress.
- Responsible for overseeing the completion of grant staff training.
- Resolve project conflicts through clear collaboration with affected parties.
- Maintains a consistent and reliable attendance record.
Environmental/Working Conditions of the Position
Sitting at a desk in an air-conditioned/heated office or working from home.
Opportunities to work remotely part of the time. Job will require driving to multiple locations in the city.
Minimum Qualifications:
- Five (4) years project management or business analyst experience OR an Associate’s degree from an accredited university with three (2) years of project or grant management
Preferred qualifications:
- Bachelor’s degree from an accredited university in Project Management OR current project management certification from national Project Management organizations (PMI, IPMA, etc.)
- Experience working with non-profit organizations
Knowledge, Skills, and Abilities Required:
- Demonstrated project and staff management skills. Proven track record of successful project delivery, from inception through implementation.
- Skilled at meeting grant requirements, including ensuring compliance.
- Excellent knowledge of Microsoft Office programs: Word, Excel & Outlook Mail as well as Microsoft Project, or equivalent project planning software platform.
- Excellent oral and written communication skills.
- Ability to make independent decisions, establish priorities, and control the flow of work.
- Ability to maintain records, prepare reports and correspondence independently, and following written and/or oral instructions with attention to detail.
- Tactful, courteous, and diplomatic with all they work with.
- Ability to schedule staff, meetings, and training with multiple individuals.
- Process oriented with strong organizational skills.
- Proactive problem-solving skills and confidence to work through new projects and unprecedented challenges with and without explicit direction
- Must be a motivated, high energetic person who is business oriented, can build relationships, articulate concepts and process to solve business problems.
- Effective problem-solving skills exhibited by effective collaboration among project team members to resolve issues and drive the project forward. Strong reasoning, negotiation, decision making, and consensus-building skills.

Expected Work Schedule
The schedule will be determined after hiring. Applicant must be available to meet with the City of Racine employees and others during the day from Monday – Friday 8:00 a.m. - 5:00 p.m. and possibly in the evening. Job is no more than 12 hours per week.
