Intelligence Analyst

The City of Raleigh is seeking an Intelligence Analyst to perform non-sworn work developing, documenting, and analyzing criminal intelligence information to support the Raleigh Police Department's efforts. Your work will involve identifying criminal suspects and gang-related enterprises operating in the RPD jurisdiction, assisting detectives in ongoing criminal investigations, making projections of future crime types and locations, and providing technical assistance on information-sharing computer technology. This role requires a thorough knowledge of the intelligence process and methodology, including locating and interpreting pertinent information, developing or eliminating suspects, identifying current trends and patterns, and project future crimes and crime trends.

Duties and Responsibilities

• Collect, evaluate, analyze, and disseminate information from all sources on any person, group, or organization that engages in criminal or potential activity
• Independently researches and analyzes criminal intelligence documents, crime reports, information, bulletins, specialized publications, policy and procedure manuals, and other written sources prepared by local, state, and federal law enforcement agencies
• Reviews public literature, such as periodicals and journals, and formats this information in special reports and articles to assist the Raleigh Police Department administrators and local law enforcement chief executives in identifying crucial issues about resource allocation and other timely, criminal justice-related events
• Findings are often published in Raleigh Police Department documents or other special law enforcement publications. Assist department staff in developing hypothetical links related to suspects and cases, identifying patterns or trends, performing research and data analysis, preparing graphs and charts, etc.
• Create visual presentation media such as link analysis diagrams, event flow analysis illustrations, activity flow charts, statistical graphs, and reports
• Conduct background research and analysis on target subjects or locations to assist in identifying complex relationships or patterns between people, places, or activities through direct access to computer systems
• Develop and maintain effective working relationships with department members and personnel from federal, state, and local agencies, private industries, and public organizations to facilitate information sharing, joint identification of common problems, and mutual development of response strategies
• Conducts audits of intelligence files for law enforcement agencies upon request to ensure compliance with intelligence file guidelines
• Safely operate city vehicles, as needed, for various administrative task

Typical Qualifications

Education and Experience

Bachelor's Degree from an accredited college or university in criminal justice, criminology, or public administration and two years of directly related experience. Relevant education may be substituted for the required experience.

Licensing/Certifications

• Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire
• DCI/NCIC Certification
