The City of Raleigh’s Housing and Neighborhoods Department is seeking a highly skilled Senior Multifamily Lending Analyst to join our dynamic team. This role offers a unique opportunity to make a significant impact on affordable housing in our city.


Our team is seeking a self-directed community development professional with strong communication skills and a commitment to excellence to join City of Raleigh as a Senior Multifamily Lending Analyst. This role manages the City’s affordable multifamily housing gap financing programs, including drafting notices of funding availability and requests for proposals, coordinating review committees, leading regular interdisciplinary coordination calls for ongoing projects, evaluating proposals including financial underwriting, making recommendations in the form of memoranda and presentations to go before City Council, and project managing funded developments through the closing and construction processes.


We are seeking a candidate with:

  • Deep Expertise: Proven experience in multifamily development, lending, and/or valuation, with a strong understanding of the Low-Income Housing Tax Credit Program and federal funding sources like HOME and CDBG.
  • Technical Proficiency: Strong financial analysis skills, including underwriting and cash flow modeling.
  • Project Management: Excellent project management skills, including the ability to manage multiple projects simultaneously and meet deadlines.
  • Regulatory Knowledge: In-depth knowledge of federal, state, and local regulations governing affordable housing development and finance.
  • Communication Skills: Strong written and verbal communication skills, including the ability to effectively communicate with diverse stakeholders.

Duties and Responsibilities


  • Program Management: Oversees the City’s rental housing development finance programs, including the Joint Venture Rental Development Program and potential CHDO funding programs
  • Financial Analysis: Evaluates project proposals, conduct underwriting analysis, and make funding recommendations to City Council
  • Compliance Oversight: Ensures compliance with federal regulations, including HOME, CDBG, Davis-Bacon, Section 3, and Minority and Women-Owned Business requirements
  • Project Management: Manages loan closings, construction monitoring, and post-construction compliance
  • Data Management: Maintains accurate records of the City’s multifamily development portfolio and utilize data for analysis and reporting
  • Stakeholder Relations: Builds and maintains strong relationships with development partners, community organizations, and City staff

Typical Qualifications

Education and Experience:

Bachelor's degree in real estate, urban planning, construction management, business administration, or related field and five years of experience in housing and community development, housing finance, lending, valuation, or related area of work


OR


An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.


Preferred Qualifications:

  • Experience with multifamily development, lending, and/or valuation, and specifically the Low-Income Housing Tax Credit Program and federal funding sources such as HOME and CDBG
  • AICP, NDC Housing Development Finance Professional Certification, or other related professional certifications
  • Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • This position is not required to drive as part of the essential duties, but does however have offsite meetings on a regular basis here continued access to reliable transportation is essential

Salary : $52,858 - $99,744
