The City of Raleigh Parks, Recreation, and Cultural Resources Department is seeking a Capital Project Manager to oversee the planning, design, permitting, and construction of park projects. This role requires expertise in architecture, landscape architecture, construction management, or civil engineering and involves managing various aspects of park projects from long-range planning through design, permitting, and construction. Projects range from new parks, community centers, and site amenities such as play courts and playgrounds, to renovations of existing facilities.
We are looking for people who can manage details while keeping their eye on the big picture. Raleigh Parks plays an essential role in fostering the quality of life that makes Raleigh such a great place to live, work, and play. Our team is responsible for over 200 public parks and an ever-expanding network of greenway trails, community centers, art centers, athletic facilities, historic properties, aquatic centers, playgrounds, lakes, nature preserves, and open spaces.
Duties and Responsibilities
- Manage park planning, design, and construction projects, including project scoping and master planning, preparing budgets and schedules, contractor selection, contract negotiation, design documentation review, permitting, public bidding, construction administration, and project close-out.
- Ensure compliance with design standards, regulations, and codes.
- Review project documents such as design drawings and specifications, engineering calculations, project reports, and construction shop drawings for compliance with City standards and codes.
- Perform construction administration including contract execution, payment reviews, change order approvals, and project close-out. Inspects construction work to ensure compliance with project specifications, quality of materials and workmanship, and adherence to specifications.
- Prepare plans, specifications, cost estimates, permitting packages, and bid documents for in-house design projects.
- Conduct research and special studies pertaining to park facility development, maintenance, regulations, and ordinances.
- Act as a liaison to various stakeholders including community groups, city boards and council, and other government agencies.
- Manage and facilitate public engagement and communication while ensuring project inclusivity.
- Prepare project reports and presentations; maintain content for project websites, public outreach, and surveys; and apply for project grants.
- This job has no supervisory responsibilities.
Typical Qualifications
Education and Experience
Bachelor's degree in engineering or directly related field and four years of relevant or comparable experience involving public sector planning, design, and construction.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
