Job Description

The City of Raleigh is seeking a devoted Civilian Traffic Investigator . This position is primarily responsible for the investigation of non-injury motor vehicle collisions within the corporate limits of Raleigh. Work involves responding to calls for vehicle collisions; conducting preliminary and follow-up traffic investigations of collisions that result solely in property damage; traffic control and enforcing ordinances. Employees perform assignments directed by supervisors and the police communications center. Work involves independent judgment, discretion, and initiative in performing assigned duties.

Routine assignments are operational, however, may include special projects, specialized assignments, and assignment to other police divisions. Work requires extensive contact with outside agencies and the general public and may be conducted under hazardous situations. Work is reviewed by a supervisor through direct observation of work performance, and through review of written reports.

Duties and Responsibilities

  • Responds to assigned calls for service involving traffic problems, parking issues, and other traffic concerns
  • Conducts preliminary and follow-up investigations of traffic collisions (excluding collisions resulting in personal injury)
  • Interviews persons having potential knowledge or information concerning investigations being conducted.
  • Collects, packages, and preserves physical evidence and found property of investigations. Prepares written reports and field notes of investigations.
  • Testifies in court concerning investigations
  • Provides traffic control at the scene of fires, disorders, demonstrations, natural disasters, and related incidents to ensure public safety and the efficient delivery of emergency services. Provides traffic management
  • Assists victims of traffic accidents
  • Performs rudimentary first aid as required
  • Performs community service functions, including Community Relations presentations
  • Provides the public with information on ordinances, regulations, and police services
  • Enforces parking control ordinances
  • Performs special assignments as directed
  • Be capable of working rotating shifts
  • Operates a vehicle during both the day and night under a variety of conditions

  • Driver's training presented by and the North Carolina Justice Academy

  • Courtroom testimony, process, and etiquette
  • De-escalation techniques
  • First Aid
  • North Carolina General Statute and Raleigh City Code training as it relates to job functions

  • City of Raleigh parking enforcement software
  • Typical Qualifications

    Education and Experience :

    High School Diploma or GED

    An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

    Licensing and Certifications :

  • Valid North Carolina Class C Driver's license with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Completion of specialized training at an accredited polygraph school and certification on the brand of assigned polygraph instrument in current use
  • Ability to obtain certification as a Civilian Traffic Investigator from the North Carolina Justice Academy
  • Ability to obtain certification to utilize DCI to investigate drivers' licenses and license plates
  • Preferred Qualifications :

  • Previous experience in traffic direction and control, and collision investigation
  • Some college level work in police science or a related field

    Acquire knowledge during the probationary period and after formal and in-service training of the following :

  • Civilian traffic investigator practices and methods
  • Applicable federal, state, and local laws and ordinances
  • The geography of the city to include local streets and highways
  • The rules, regulations, policies, and procedures of the department
  • The use of computers and computer software required to perform job functions
  • Ability to :

  • To deal courteously with the public
  • To analyze situations quickly and objectively, and to formulate and execute appropriate responses
  • To react calmly and quickly under emergency or stress situations
  • To obtain information through interviews. To speak and write clearly and effectively
  • Skill in :

    The ability to develop skill required by law and policy in the following :

  • In traffic control
  • In traffic collision investigation
  • In defensive driving
  • ADA and Other Requirements :

    Positions in this class typically require : standing, walking, fingering, talking, hearing, seeing and repetitive motions.

    Light Work :

    Exerting up to 20 pounds of force occasionally, and / or up to 10 pounds of force frequently, and / or a negligible amount of force constantly to move objects. If the use of arm and / or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

    Working Conditions :

    Work is routinely performed in an indoor, office environment.
