What are the responsibilities and job description for the Assistant Department Director position at City of Raleigh North Carolina?
Under the direction of the Transportation Director, the Assistant Department Director will assist in identifying and implementing innovative practices and policies in order to optimize a variety of transit services and position the City for ongoing growth. Reporting directly to the Director of Transportation, the Assistant Director will provide vision and leadership in managing more than 30 City of Raleigh Transit staff and over 300 contracted employees.
This role will serve on the Raleigh Transportation Leadership Team, reporting to the Department Director alongside two other Assistant Directors, a Fiscal Manager, a Communications Analyst, and an Executive Management Coordinator. This position will serve in key leadership roles to help support various citywide initiatives and City Council-appointed boards and commissions, including the City of Raleigh Strategic Plan Core Teams, Raleigh Transit Authority Advisory Board, and other citywide and regional initiatives.

This position oversees and is responsible for the oversight of five key transit programs, they include Bus & Bus Facilities, Paratransit, Capital Corridors, Grants and Finance, and Communications. The position also has oversight of staff members in charge of Raleigh Union Station and Federal Compliance. The position will lead transit’s efforts to implement the City of Raleigh's applicable Strategic Plan's objectives and initiatives. The position will hold leadership and / or voting roles on a number of internal and external boards. They include but are not limited to the City of Raleigh Safety Committee, Capital Area Metropolitan Planning Organization, and the Wake Transit Tax District Transit Planning Advisory Committee.
Exercise executive leadership and strategic direction for assigned divisions, cultivating a high-performance culture through effective talent management, encompassing performance development, coaching, and succession planning Formulate and execute strategic operational plans for assigned divisions, ensuring alignment with the department's overarching strategic objectives, mission, vision, and core values, while actively contributing to city-wide policy evolution Oversee and approve critical work streams delivered by internal teams, external contractors, and key stakeholders, guaranteeing exceptional service quality, stringent regulatory compliance, and robust risk management Offer expert guidance and strategic oversight for complex projects and processes, leveraging in-depth research and analysis to resolve intricate issues, manage escalated concerns, and drive the creation and implementation of innovative solutions and initiatives Act as the primary strategic liaison and expert advisor on transit-related matters to executive management, City officials, boards, commissions, external agencies, and the public, proactively engaging in key meetings and fostering collaborative relationships Direct the creation and delivery of high-level presentations and oversee the preparation and dissemination of critical correspondence, strategic reports, and comprehensive communication materials for diverse audiences Exercise executive oversight for the development, administration, and management of assigned budgets, ensuring fiscal responsibility, strategic resource allocation, and proactive identification of necessary adjustments. Lead the development of the Transit budget and Capital Improvement Program, strategically engaging with regional and state funding partners Champion the implementation of the City's strategic objectives and departmental priorities, leading the development of the annual business plan in collaboration with the department's senior leadership team Proactively monitor federal and state legislation, strategically positioning the transit agency for compliance and actively cultivating impactful regional and national partnerships and relationships Represent the City and the Department of Transportation at community forums, proactively addressing constituent needs and concerns to build trust and enhance community relations Engage with professional and trade organizations at a leadership level to remain at the forefront of industry trends, emerging innovations, and best practices Collaborate closely with the Director in representing the City of Raleigh and the Department of Transportation to external agencies and organizations, contributing to the department's overall strategic positioning and influence
Bachelor's Degree in public administration or field directly related to assignment and eight years of progressively responsible related experience that includes significant management and supervisory experience
