We are seeking a highly motivated and experienced Community Relations Supervisor for our Department of Equity and Inclusion. The Community Relations Supervisor will serve as a strategic advisor to department’s executive leadership concerning community programming and external partnerships. Additionally, this role will support the continued development of a departmental strategy specifically related to the City’s Boards & Commissions housed within the Department of Equity & Inclusion.

This candidate has a proven track record of successfully advocating for historically underrepresented and/or marginalized identities, including, but not limited to, racially and ethnically marginalized groups, immigrant and refugee, the LGBTQIA2S community, women, and persons with disabilities. The Department of Equity & Inclusion is one of the few departments that serves internal staff and external community members. DEI oversees strategy, programming, and learning related to equity, inclusion, access, and belonging through our Minority & Women Owned Business Enterprise, Community Relations, and Training & Development Programs. Through education/awareness, policy development, assessment, and action planning for issues related to persons with disabilities, gender identity, sexual orientation, race, ethnicity, community health, and social justice, DEI is charged with identifying opportunities and implementing practices that advance the City of Raleigh in its equity and inclusion efforts.
Work Hours:This position offers a hybrid/flexible schedule, and is required to attend, lead, and/or support evening and weekend activities as needed.
1. Strategy
- Provide strategic guidance, insights, and recommendations as it relates to external partnerships and community programming.
- Work closely develop and execute strategic planning for involvement and collaboration with Boards and Commissions.
- Assist in shaping and executing the department's strategic vision, goals, and initiatives in alignment with the organization's overall mission.
2. Oversight of External Engagement, and Boards & Commissions
- Cultivate and manage relationships with external departments, governmental bodies, community organizations, and stakeholders to enhance collaboration and partnerships that support equity and inclusion efforts.
- Develop and execute a cohesive internal and external engagement plan including collaborations, partnerships, and community programming centered around the integration and celebration of the rich history within the City of Raleigh (e.g. Black History Month series, LGBTQIA2S awareness and celebration events, Language Access programming, racial equity programming/workshops, ADA/Accessibility, narrative change initiatives, etc).
- Collaborate with Training & Development, Minority and Women-owned Business Enterprise Program, and organizational partners to develop programming and initiatives aimed at increasing visibility and promoting inclusion.
- Provide general oversight of engagement with all Boards, Committees, & Commissions (BCCs) including, but not limited to serving as a primary liaison for assigned BCC.
- Remain up to date on all BCC programming and engagement and management of fiscal processes associated with the functioning of Boards & Commissions. Work closely with executive leadership to develop and implement process that enhance the partnership between Boards & Commissions, Department of Equity & Inclusion, and City Council.
- Facilitate joint initiatives and projects with external partners to drive shared goals and promote a more inclusive community.
- Serve as a representative for the Department of Equity & Inclusion for events organized internally and with external partners and stakeholders.
- Regularly assess and report on effectiveness of community programming and alignment with strategic plan, departmental business plan, and other guiding documents. Contribute to the tracking and reporting of progress and action planning.
3. Support Organizational Initiatives
- Support Executive Leadership with the execution of organizational programming that aims to bridge gaps in cultivating sense of belonging
- Work closely with City of Raleigh Equity (CORE) Team leadership to advance the mission of the CORE Team and ensure sustainability of CORE Team initiatives and programs.
- Support flagship departmental programs and initiatives, including but not limited to key training presentation, development, and facilitation.
- Support departmental consulting efforts to assist external departments in their application of equity and inclusion tools/techniques.
4. Supervision
- Provide leadership, guidance, and accountability to Community Relations team. Directly train, supervise, evaluate, and mentor direct reports at the senior analyst and analyst level.
- Assume the responsibilities of direct and indirect reports in the event of position absences and vacancies, with support of Assistant Director.
- Advocate for the growth needs of the Community Relations Team utilizing strategic foresight and consideration for the department’s business plan.
- Foster a positive work environment, promote teamwork, and encourage continuous learning and professional development for team members. As a leader in the department, this role will be expected to uphold, promote, and demonstrate the mission of the department by enacting best practices for inclusive and equitable supervision.
5. Other Duties
- Assume leadership of activities that arise from the departmental strategy, fostering innovative solutions and actionable steps.
- Work closely with financial administrators within the department to manage team budget and procurement and serve as approver for purchases related to Community Relations programming and other departmental needs.
- Support flagship departmental programs and initiatives
- Maintain a commitment to advancing the work, the mission, and vision of the Department of Equity and Inclusion within the City of Raleigh. This position will be expected to remain up to date on the issues and trends that impact the community and associated implications for local government.
Bachelor's Degree in business or public administration, urban planning or directly related field, five years of professional neighborhood outreach, citizen participation or community development experience and two years of supervisory experience

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Preferred Qualifications:
- Three to five years of experience developing DEI programming and programming curriculum
- Three to five years of experience working underrepresented or marginalized identities
- Three to five years of experience working with non-profits or local government
Knowledge, Skills, and Abilities:
- Proven experience in a strategic leadership role within a DEI-focused organization or related field
- Strong knowledge and understanding of diversity, equity, and inclusion principles and practices
- Exceptional leadership, communication, and relationship-building skills
- Analyzing complex issues and provide strategic recommendations
- Project management and strategy execution
ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.
Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions:
Work is routinely performed in an indoor, office environment.
