Would you like an opportunity to join one of the many teams dedicated to maintaining high-quality public services within a city that has been ranked as one of the best places to live year over year?  If so, the City of Raleigh Solid Waste Services Department is seeking a highly resourceful, detail-oriented, adaptable, analytical, multi-tasker with solid critical thinking and communications skills for our Fleet Mechanic position.  

This position ensures the proper maintenance, repair, and overall operational readiness of the fleet of vehicles used by Solid Waste. It is devoted to diagnosing, repairing, and maintaining solid waste equipment, vehicles, and related systems. 

The Fleet Mechanic will perform a broad range of specialized repairs requiring advanced knowledge and experience. They will use independent initiative to solve technical problems and keep the fleet of vehicles safe and serviceable. The Fleet Mechanic will assist with training staff, oversee quality assurance/control, and serve as the primary liaison between the City’s Fleet Services and the Solid Waste Services Department.

Solid Waste Services is responsible for collecting and processing residential garbage, recycling, and yard waste materials, along with several specialized collection services.  Our department is committed to providing high-quality waste management, disposal, and recycling services for all our valued customers.  As an essential and critical service, we take great pride in preserving and protecting the community’s natural resources and sustainable growth.

The Fleet Mechanic supports the Operations Division of Solid Waste Services. The fleet is comprised of 114 vehicles including Automatic Side Loaders, Rear Loaders, Front-end Loaders, Roll-Offs, and Knuckle Booms.  There is also a small selection of light-duty vehicles used by field staff that falls under the fleet mechanics' responsibility.

  • Diagnoses, repairs, services, and maintains heavy and some light-duty vehicles and equipment, determining the need for minor or intermediate repair or replacement of components, and scheduling repairs and upfits to minimize impact to operations
  • Assists with determining in-house serviceability or need for external vendor repair, performing specialty equipment repair work as needed
  • Runs performance tests, troubleshoots, and diagnoses, including repairing or rebuilding hydraulic valves, wiring systems, brakes, suspension, heating and air conditioning systems, pneumatic systems, and/or performs specialty equipment repair and electrical systems
  • Monitors equipment status, ensuring readiness, safety, and serviceability; makes decisions and recommendations, including how and when tasks are carried out within an operational process
  • Performs road calls for field equipment repairs and mobile service requests, assessing if in-field or minor repairs are needed or if the equipment requires a tow to fleet services for major maintenance; assists as needed with spills that may create an environmental hazard
  • Identifies and schedules preventative maintenance of vehicles and equipment to minimize impact on operations; provides regular updates for Solid Waste staff, supervisors, and partner departments
  • Oversees a SWS equipment quality control program to ensure the serviceability and safety of all trucks before and after service by Vehicle Fleet Services; maintains inventory levels of fleet mobile trucks, front-line, and spare vehicles to ensure compliance and serviceability
  • Oversees pre-/post-trip processes and the DVIR program to ensure compliance with laws and policies, receiving, reviewing, and scanning completed DVIR documents
  • Maintains supply inventory, fuel island, safety lane, resources, and vehicle yard
  • Utilizes fleet management software system to generate and track work orders, monitor service time, and expedite repairs as needed
  • Assists with oversight and maintenance of the Solid Waste Services fleet and related documentation; may assist in commissioning new and decommissioning surplus equipment and completing condition statements
  • Obtains vendor quotes and requisitions parts and/or services; veri?es invoice accuracy upon receipt; provides supervisory coverage when needed and assists in preparing the annual budget by reviewing vendors and making recommendations
Education and Experience:
High School Diploma or GED and five years of fleet maintenance experience related to assignment

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:
  • Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire 
  • Valid North Carolina Class A or Class B Driver's License with a satisfactory driving record, or the ability to obtain within 90 days of hire
Preferred Qualifications:
  • Automotive Service Excellence (ASE) certifications in Medium-Heavy Trucks, Diesel, Hydraulic, Pneumatic, electrical systems, etc.

Knowledge of:

  • Fleet Maintenance and Operations: Maintaining and repairing vehicles like garbage trucks, recycling trucks, and heavy equipment, familiarity with preventative maintenance schedules and procedures and vehicle and equipment safety standards

  • Supervisory Practices: Coaching and leading the work of others while organizing, prioritizing, assigning, and monitoring work 

  • Regulations and Safety Standards: Occupational hazards and applicable safety principles and practices

  • Administrative Processes: Business math concepts, filing, and record-keeping principles

  • Communication and Customer Service: Awareness of how to address complaints and explain maintenance or repair decisions, providing clear updates on fleet status and repair needs to staff and management, and explaining technical issues in simple terms to non-technical staff

Skill in:

  • Technical: Diagnose and oversee repairs for trucks and equipment

  • Problem-Solving: Addressing complaints and quickly finding solutions to resolve service problems and fleet issues to ensure vehicles are safe and operational

  • Organization and Time Management: Tracking multiple tasks, repairs, and maintenance schedules to ensure all paperwork and reports are completed accurately and on time

  • Collaboration: Working with vehicle fleet services and operations teams to maintain the fleet, coordination with vendors for parts, materials, or external repair services

ADA and Other Requirements:
Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Heavy Work:
Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.

Working Conditions:
Work is performed in both the field and in an indoor office environment with moderate exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); and frequent exposure to intense noise.
