The City of Raleigh is seeking an experienced and detail-oriented Right of Way Permit Reviewer to join the Transportation Right of Way Services division. This key position is responsible for reviewing and approving plans related to right of way permits, as well as processing encroachment requests within the city’s limits. The ideal candidate will play a crucial role in ensuring that projects comply with local, state, and federal regulations, safety standards, and best practices for right of way management.

As the Right of Way Permit Reviewer, you will be expected to efficiently review and evaluate permit applications, coordinate with multiple departments, and ensure timely and accurate approvals. Additionally, you will process encroachment requests, providing expertise in researching historical data, advocating for city own property, and assessing risk. The role also involves addressing customer inquiries, collaborating with internal and external stakeholders, and supporting the city’s Transportation Departmental goals.

  • Reviews plans, design and project work to ensure compliance with City of Raleigh Right of Way Occupancy Provisions, State, Federal, and local applicable codes, specifications, requirements, regulations and standards. Monitoring traffic conditions and implementing temporary alternate or emergency plans when impacted by construction activity
  • Provides project management, coordination and oversight of major encroachment submittals and third-party agreements; reviews and evaluates documentation progress, status and fee appropriation; arranges review meetings with internal stakeholders and applicants
  • Responds to inquiries and issues; provides troubleshooting; conducts site visits and inspections; researches, investigates, analyzes and identifies issues; recommends and implements solutions.
  • Attends meetings with technical review and advisory committees, Council, staff, developers, engineers and other project stakeholders; facilitates and presents at public meetings; prepares agenda items, presentations and meeting materials; provides updates and status reporting
  • Maintains project/program documentation, standards documentation, databases, files, records and reports. Independently inputs data via computer daily into the permitting systems

Education and Experience:

Bachelor's degree in engineering or directly related field

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Knowledge, Skills and Abilities:

  • Strong background in ADA pedestrian sidewalk accommodations, traffic control planning and travel-way safety protocols
  • Proficiency in reading and interpreting traffic control plans, roadway and construction drawings with a high level of accuracy to ensure compliance with traffic control management standards, regulations, and safety guidelines
  • Knowledge of applicable federal, state and local laws, codes, regulations regarding traffic and pedestrian safety
  • Ability to effectively communicate with engineers, contractors, and other stakeholders to clarify design details and resolve discrepancies
  • Experience observing traffic control measures after implementation, and verifying that plans are executed according to approved permits
  • Knowledge and experience in and processing major encroachments, including understanding the potential impacts on existing infrastructure and maintenance resources
  • Experience coordinating with other departments, agencies, and stakeholders to ensure all necessary approvals are obtained before the commencement of a major encroachment agreement
  • Ability to evaluate and mitigate risk associated with major encroachment applications, identifying potential conflicts with existing infrastructure and surrounding areas

ADA and Other Requirements:
Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Medium Work:
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Working Conditions:
Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.
