The City of Raleigh is seeking a devoted Senior Development Engineering Reviewer to provide paraprofessional engineering support, inspection and professional civil engineering for a variety of public works and environmental functions and projects. This role will provide advanced journey level professional engineering and construction management work and are considered subject matter experts with the highest level of knowledge, providing consultation to other engineering staff and to management.

As assigned, this role may serve as lead worker, assigning work and monitoring work completion or may supervise professional, paraprofessional and/or support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

  • Review and approval of rezoning/master plan requests to ensure the resultant zoning is effectively and appropriately supported by the necessary transportation infrastructure
  • Review and approval of preliminary development plans, concurrent plans, recorded maps and building permits, both through the standard review process and the express review platform, associated with commercial, mixed-use, multi-family and residential development for the design compliance of proposed public infrastructure and other transportation elements of such projects with federal, state and local regulations and best practices
  • Coordination and collaboration with internal review staff from Development Services, Transportation, Engineering Services, City Planning, Public Utilities, Parks and Recreation and the Fire Marshall’s Office to ensure consistency and cohesiveness of provided comments and responses to all development review submittals
  • Prepares fee-in-lieu estimates for non-constructed improvements
  • Reviews, negotiates, and processes reimbursements with engineers and developers for constructed improvements
  • Reviews traffic impact studies and other transportation-related issues for concurrency with design criteria and applicable codes 
  • Studies vehicular and pedestrian traffic conditions
  • Response to phone call, email and walk-in requests for information or clarification associated with development plans reviews and all supporting activities from developers, engineers, contractors, and the general public
  • Coordination with Engineering Inspections staff, as well as field staff from other trades/departments, regarding questions, concerns, and conflicts during construction of approved development projects to ensure thorough, yet efficient, response to such
  • Preparation of reports and presentations, when required, to program, department, and City management, and in some cases City Council, regarding requested information on development projects and aspects thereof
  • Serve as an additional higher level technical resource for staff Engineers to provide support and guidance on questions relating to design and process
  • Provides backup in the absence of the Engineering Supervisor
  • Assist the Engineering Supervisor to increase efficiency, effectiveness, transparency, and accountability of services delivered through assessment of processes, practices and technology
  • Conducts site visits and other off campus activities that may necessitate driving a city vehicle.

Bachelor's degree in engineering or directly related field and five years of professional engineering and/or construction/project management experience in area of assignment

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications:
  • Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire

ADA and Other Requirements: 
Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Medium Work: 
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Working Conditions:
Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.

Salary : $61,537 - $116,121
