The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas. The Senior Utilities Specialist functions as the primary Field Supervisor for employees assigned to the Reactive Maintenance (Sewer Cleaning) Program within the Sewer Maintenance Division. Crews within this program are tasked with responding to calls for service to address sewer system blockages and overflows by cleaning sanitary sewer mains. Incumbents provide direct crew supervision, jobsite planning, resource allocation/coordination, emergency call response investigation, and work documentation functions.
Work Hours:
Scheduled working hours are Monday through Friday from 6:30 am to 3:00 pm. This position carries with it an on-call requirement which includes 8 hours of paid standby time per on-call week, plus the potential to earn overtime pay at 1.5 times the normal hourly rate for hours worked over 40.

This position will report to the Lake Woodard Operations Center, located at 3324 Lake Woodard Dr, Raleigh, NC 27610.

- Directs oversight and guidance of heavy equipment operators who operate jet/vac combination trucks in order to clean sanitary sewer mains, manholes, and other appurtenances
- Plans, monitors and reviews daily work activities. Monitors inventory, resources and materials needs; initiates orders for resources based on requirements; may work with contract workers and trade specialists by scheduling and coordinating repairs and maintenance services.
- Oversees setup/teardown of traffic control work zones and various safety equipment including trench boxes, hydraulic shoring, and confined space equipment. Monitors such work to ensure applicable rules and regulations are followed
- Instructs staff completing various manual labor tasks such as loading/unloading equipment, setup of traffic control work zones, setup of combination jet/vac sewer cleaning truck, opening manhole covers, inserting cleaning nozzles into sewer pipes, monitors cleaning operations to identify any issues, teardown of equipment, routine cleaning of truck and tools
- Documents work progress and completes electronic work orders
- Responds to customer generated calls and investigates reports of issues to determine appropriate corrective actions
- Responds to sanitary sewer overflows. Oversees crews assigned to clear sewer blockages, setup containment sites for spilled wastewater, manually move gas powered pumps into place, set pump hoses, clean up solid debris from contaminated areas, and restore impacted areas
- Supports the City’s emergency response in the event of inclement weather, to include support for debris cleanup after severe storms or snow and ice response for Division facilities
- Fills in, as needed, for assigned Utilities Crew Supervisor during absences or vacancies
High School Diploma or GED and four years of maintenance experience, or experience related to the fields listed below as shown:
- Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
- Landscaping: installer, maintenance, irrigation
- Mechanic: heavy equipment, HVAC, hydraulic systems
- Farming: manual labor, equipment operating
- Moving Company: labor, truck driver
- General Municipal Worker: utility inspector
- Tech School Student: mechanical
- Firefighter: full or part-time

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing and Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
- Valid North Carolina Class A Commercial Driver's License with a satisfactory driving record, or the ability to obtain within 90 days of hire
- NC WPCSOCC Collection System Operator Certification Grade I, or the ability to obtain within 1 year of hire
Preferred Qualifications:
- NC WPCSOCC Collection System Operator Certification Grade II
