The Transportation Department - Maintenance Division provides services and oversight for streets, sidewalks, right of way operations, infrastructure inspections & services, stormwater maintenance, asphalt & concrete maintenance, special operations, downtown operations, snow and ice removal, storm cleanup and other function areas as assigned.
The Street Projects Engineer will be assigned to the Street Maintenance Division of the Transportation Department and will provide engineering support, inspection and professional civil engineering for the Transportation Department and its various divisions along with providing technical guidance and expertise to other City departments in matters concerning transportation maintenance, construction, and asset management. This position will work closely with other engineering staff to deliver sidewalk and pavement maintenance focused projects, as well as function as the primary contract writer for the Street Maintenance Division and will work directly with GIS & Data staff along with the division procurement analyst to draft and revise contracts for approval by the Senior Project Manager or Division Manager.
The ideal candidate will have experience preparing estimates, creating contract documents and performing contract administration. Knowledge of asphalt paving, pavement preservation techniques, sidewalk preservation, concrete design, and ADA/PROWAG guidelines are preferred.
- Provides engineering work and coordinates engineering support and project activities; reviews plans, design and project work to ensure compliance with applicable code, specifications, requirements, regulations and standards
- Provides project management, coordination and oversight; develops design scope and associated budget; reviews and evaluates project progress and status; arranges review meetings
- Responds to inquiries and issues; provides troubleshooting; conducts site visits and inspections; performs facility/equipment assessments; researches, investigates, analyzes and identifies issues; recommends and implements solutions
- Assist asset management team with updates to the City of Raleigh Powell Bill Submission
- Prepares and/or reviews plans, contracts, change orders, resource estimates, bid documents, proposal requests, project closeout documentation and various reports
- Monitors and administers projects and contracts for scope, fee, and budget compliance; assists with bid administration processes; processes pay requests; participates in contractor selection process
- Attends meetings with technical review and advisory committees, Council, staff, developers, engineers and other project stakeholders; facilitates and presents at public meetings; prepares agenda items, presentations and meeting materials; provides updates and status reporting
- Maintains project/program documentation, standards documentation, databases, files, records and reports
- This position will be required to obtain a City driving permit in order to operate a City-owned vehicle
Education and Experience:
Bachelor's degree in engineering or directly related field

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
