What are the responsibilities and job description for the Utilities Coordinator position at City of Raleigh North Carolina?
Our team is seeking a Utilities Coordinator, devoted to providing operational, technical and maintenance support for the City’s water, wastewater, collection and distribution systems. Work involves performing data collection and compilation, maintaining, records and databases, performing routine analysis, and preparing reports.
This position is assigned to the Raleigh Water Cross Connection Program and is responsible for ensuring the compliance of 40,000 backflow assemblies and the protection of the city’s water system that supplies water to 650,000 residents and over 17 million visitors annually. This program also administers the Raleigh Water Hydrant Meter Program by overseeing the testing, maintenance and billing of 400 rental units. Division assignments also consist of maintaining Hydrant Meter billing records and completing all office tasks associated with those records as well as other duties related to these Programs.
- Ensures compliance with NC Administrative Code 15A NCAC 18C .0406 Distribution Systems by maintaining a third-party database of 40,000 backflows
- Conducts internal reviews of reports submitted by outside contractors. Validates contractor credentials and responds to external inquiries
- Works with Program Supervisors to determine upcoming survey work and dispatching work to employees
- Maintains Hydrant Meter billing records and completes office tasks and other similar duties related to the Cross Connection and Hydrant Meter Program
Associate Degree in business management, environmental science or related field and three years of utilities operations experience, or experience related to the fields listed below as shown:
- Administrative: Data entry, billing, and/or customer service
- Asset Management
- Project Management
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation
Licensing and Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
- The following certifications will be required to obtain post hire:
- City of Raleigh Backflow Certification and Cross Connection Control ORC Certification (within 2 years of hire)
- Water Distribution Level C Certification (within 3 years of hire)
- Current or prior Cross Connection or Distribution System experience
- Standard practices, methods, and materials of assigned work

- Occupational hazards and applicable safety principles and practices
- Uses and properties of supplies and equipment
