What are the responsibilities and job description for the Utilities Specialist position at City of Raleigh North Carolina?
The Utilities Specialist provides operational, technical and maintenance support for the City’s water, wastewater, collection, and distribution systems. Work involves performing advanced specialized activities and/or leading technical and specialized skilled work. As assigned, Utilities Specialists may serve as lead workers, assigning work and monitoring work completion.
This position is assigned to the Raleigh Water Cross Connection Program, responsible for ensuring Cross Connection compliance of 40,000 public and private backflow assemblies and protecting the city’s water system supplying water to 650,000 residents and millions of visitors annually. This role also administers the Raleigh Water Hydrant Meter program and will complete reading, monitoring, maintaining, repairing, and replacing the cities 216,000 water meters, vaults, and appurtenances.
- Conducts surveys to determine facility hazards and the location of approved backflow assemblies
- Delivers CC Notices of Violation and working with non-compliant customers. Assists with conducting CC Orientation and Backflow Certification schools for outside contractors
- Assists the Hydrant Program with assembling, repairing, and testing hydrant meter rental units
- Maintains the CC database, troubleshooting and resolving errors in database through research in CC&B, Wake Gov, PUMA, and other internet sources
- Receives, processes, and responds to customer inquiries and complaints concerning testing letters and installation requirements. Receives and processes completed test reports
- Notifies customer of failed reports, assists with non-compliant customers, and assists with Certified Tester information and documenting assemblies
Education and Experience
High School Diploma or GED and four years of maintenance experience, or experience related to the fields listed below as shown:
- Construction: Site work, plumber, and utility construction (including fiber installation) and troubleshooting issues
- Landscaping: Installer, maintenance, irrigation
- Mechanic: HVAC, hydraulic systems
- Utility Inspector
- Tech School Student: Mechanical
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing and Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
- The following certifications will be required to obtain post hire:
- City of Raleigh Backflow Certification and Cross Connection Control ORC Certification (within 2 years of hire)
- Water Distribution Level C Certification (within 3 years of hire)
