Job Description
The City of Raleigh is seeking a qualified individual to fill the position of Police Evidence Manager. This is a civilian supervisory position that involves direct supervision of evidence personnel subordinates and manual work providing custodial control and maintenance of security for physical evidence and other properties in the possession of the Raleigh Police Department.
Work includes responsibility for scheduling and assignment of subordinates, performance evaluations, and directing and controlling the activity of subordinates. Work requires the exercise of a moderate degree of initiative and independent judgment. Work requires some public contact and extensive contact with all Departmental divisions, and outside agencies.
Duties and Responsibilities
- Plan, assign, and evaluate work performed by subordinates
- Supervise and manage the receipt, custody, storage, and control of all evidence and found property and the associated records, which includes, but is not limited to currency, firearms, and narcotics
- Supervise and direct the entering of items of evidence and found property into the computer terminal; checking court records; deleting items form the computer log according to procedures and as directed by court orders
- Supervise and maintain evidence and found property control files
- Check evidence in and out of controlled area to officers for court and investigations
- Present evidence and testify in court trials as required
- Act as liaison with Law Enforcement Agencies, such as the United States Secret Service, Drug Enforcement Agency, FBI, CCBI, SBI, DA’s Office and North Carolina Department of Revenue for evidence related matters
- Render assistance to the public in recovering stored property.
- Supervise and conduct inventories of stored evidence and found property
- Transport evidence to the State Bureau of Investigation Lab and City-County Bureau of Identification Lab for analysis and testing
- Pick up and returns items to the central evidence room and maintains custody files related to this process
- Transport evidence/found property from district stations to central evidence location and maintain constant chain of custody
- Supervise and dispose of evidence per court order or other legal authority
- Provide training to subordinates in evidence room operation and to police recruits in evidence policy
- Provide training to police recruits and in service training on evidence policy
- Oversee the test firing and ATF Trace entry of weapons held as evidence and found property
- Oversee currency verification
- Operates a vehicle during both the day and the night under a variety of conditions
- Rotates on call schedule
Typical Qualifications
Education and Experience:
Associate’s Degree in law enforcement, criminal justice or directly related field and three years of related experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing and Certifications:
- Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire
- DCI certification
- Property and Evidence Management (16 hour course)
