Job Description
The City of Raleigh is seeking a detail-oriented Human Services Grant Analyst who is passionate about uplifting Raleigh’s community-based organizations through grantmaking. This senior-level role, housed in the Community and Small Business Development Division of the Housing and Neighborhoods Department, executes the grantmaking process for locally and federally funded projects by creating and implementing funding solicitation processes, reviewing and evaluating applications, recommending funding awards, and creating and maintaining grant files.
Under the direction of the Compliance and Planning Supervisor, the Analyst also serves as the primary liaison with organizations seeking and receiving funding by communicating grant requirements and performance expectations, monitoring grant spending and recipient performance, providing technical assistance, processing payments, conducting monitoring visits, and completing grant closeout. The Analyst will work closely with the City of Raleigh Human Relations Commission to evaluate grant proposals and recommend funding awards.
The ideal candidate will be a highly organized and self-motivated project manager with professional experience and interest in the following areas:
- Creating and advertising solicitation documents for grant opportunities
- Evaluating grant proposals and recommending funding awards
- Preparing grant agreements
- Conducting desk-review and on-site monitoring with grant recipients
- Developing and implementing grant recipient trainings and providing technical assistance to grant applicants and recipients
- Developing, managing, and maintaining a data reporting system to provide accurate grant reports
- Preparing grant performance reports, including financial summaries, accomplishments, and project narrative information
- Providing customer support to grant recipients, City colleagues, and City boards

Duties and Responsibilities
- Creates and advertises grant application solicitation documents
- Reviews and evaluates grant applications
- Maintains organized records for the department, grant recipients, and City boards
- Prepares grant agreements and provides oversight to grant recipients
- Analyzes financial data and project information to track grant recipient performance
- Creates grant performance reports for department leadership and City boards
- Trains grant recipients about local and federal grant requirements
- Conducts compliance monitoring activities for local and federal grant awards
- Enters project narratives, milestones, and schedules into Microsoft Planner
- Creates and maintains policy and procedure manuals for grant management activities
- Executes administrative activities that include preparing meeting agendas, scheduling and facilitating meetings, preparing meeting minutes, making presentations, processing invoices, and monitoring budget-related expenses

Typical Qualifications
Education and Experience:
Bachelor’s Degree in public administration, business administration, finance, accounting, or other related field and two years of professional grant management, finance, budget analysis, or accounting experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

- Advanced grants management and administration, including assisting with conducting record audits and procedural audits
- Demonstrated rack record of strong critical thinking, analysis, project management, and sound decision-making
- Preparing and delivering original reports, documents, and presentations
- Utilizing a computer and Microsoft Office Suite programs
ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing, and repetitive motions.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time.
Working Conditions:
Work is performed in both the field and in an indoor office environment with moderate exposure to extreme temperatures and travel.
