Performs a wide variety of technical and specialized functions as well as administrative work in support of the Police Department.   Provides customer service support and exercises discretion while building relationships with the community, residents and City Staff.  This position requires a high degree of tact, courtesy, confidentiality and sound judgement.   The position also develops considerable knowledge of State Statutes, offense codes, City Ordinances and department policies. 

Other duties include, but are not limited to, entering, maintaining, retrieving and compiling factual information through numerous computerized systems and disseminating this information to authorized agencies and persons. This position will also monitor compliance by applying knowledge of data privacy practice requirements, respond to the public who will make telephone or in-person contact and classify crimes pursuant to applicable state and federal reporting systems. The position reports to the Police Department Office Supervisor.   

This is a part-time AFSCME union position working twenty-five (25) hours per week. There is flexibility within the Monday through Friday 11:30 a.m. to 4:30 p.m. schedule, subject to supervisor approval.

Paid leave includes vacation, holidays and ESST/sick time, which are pro-rated based on hours worked per week.

2025 Hiring Range:  $28.795 (Step 1) to $31.674 (Step 3) per hour, depending on qualifications 
2025 Wage Scale: Step 1 - $28.795  Step 2 - $30.235  Step 3 - $31.674  Step 4 - $33.114  Step 5 - $34.554  Step 6 - $35.993/hour

  • Must have an associate's degree in a related field or two (2) years of significantly related work experience (an equivalent combination of education and experience closely related to the duties of the position MAY be considered)
  • Must maintain BCA/CJIS Security Awareness certification to include annual BCA Terminal Operators Certification or ability to obtain within six (6) months from the date of hire
  • Must possess, or have the ability to obtain within six (6) months from the date of hire, the Minnesota Bureau of Criminal Apprehension Terminal Operators certification 
  • Must have experience utilizing Microsoft Office 
Desired Qualifications:
  • Two (2) or more years' experience working in a law enforcement agency
  • CJIS Terminal Operator Certificate
  • Experience with the Anoka County Records Systems (Central Square)
  • Experience with data practices and imaging
  • Basic bookkeeping skills
  • General knowledge of Minnesota offense and calls for service codes
Duties include, but are not limited to:

Maintain police records:
  • Perform computer entries of all calls for service
  • Review all reports for accuracy, interprets laws, assigns MN Offense Codes and maintains NIBRS (National Incident-Based Reporting System) compliance
  • Process/submit citations in accordance with County and State regulations
  • Transcribe supplemental reports and statements when needed
  • Submit required documents to local, state and federal agencies as required
  • Process records using departmental imaging system
  • File records per departmental retention guidelines
  • Complete integrity and validation reports as required by state and federal agencies
  • Operate state and federal network programs under certification guidelines as a terminal operator
  • Conduct criminal history checks as requested and per established federal, state and department guidelines for investigative purposes
  • Validate reports of all stolen vehicles, guns, missing person files and articles
  • Perform NCIC Entry when necessary
  • Track all false alarm calls and provides data to the finance department to ensure business/residents are invoiced as necessary for false alarm calls
  • Assists with the Business Registry Certification process
Answer department phones and assist walk-ins:
  • Answer incoming telephone lines and resolve callers’ inquiries or direct caller to other department personnel as required 
  • Greet walk-ins who are seeking police assistance and resolve issues, as able, or direct persons to other police department personnel
  • Disseminate records in compliance with state statute
  • Issue permits and licenses as related to city ordinance
  • Release impounded vehicles and animals when applicable
Perform other duties as assigned (within the ability and resources of the Police Technician) at the verbal or written direction of the Police Department Supervisor and the Police Chief:
  • Prepare and type police department forms
  • Type correspondence for the Police Chief and others as directed
  • Conduct local background checks as required
  • Relieve other Police Technicians for breaks and absences, scheduled and unscheduled
  • Maintain close relationship with Office Supervisor to maintain an efficient level of cross-training to perform areas of that position when required
  • Operate office equipment, including copy, fax, and imaging machines
  • Knowledge of standard office practices, policies and guidelines
  • Knowledge of offense and calls for service classification codes
  • Skilled in Microsoft which includes Word, Excel and Outlook
  • Ability to accurately perform Police Department filing procedures
  • Ability to effectively and courteously meet the public to resolve their needs and to communicate with City Staff and elected officials
  • Ability to work independently with efficiency and accuracy
  • Ability to accurately type at least forty (40) words per minute
  • Ability to maintain State computer terminal operators’ certification
  • Ability to follow oral and written instructions
  • Ability to maintain private and confidential data
  • Ability to exercise patience and understanding in stressful situations
  • Ability to simultaneously address multiple projects and time constraints
  • Ability to maintain a team and service-oriented approach to work
  • Ability to deescalate situations and communicate effectively with individuals seeking assistance
  • Ability to handle exposure to intense case related materials and people
