The City of Rancho Cordova Neighborhood Services Division is looking for two (2) Neighborhood Services Technician I/II who are passionate about serving the community. In this role, you’ll help ensure our neighborhoods remain safe and vibrant by responding to questions about City policies and codes, assisting with enforcement efforts, conducting inspections, processing permits, and supporting administrative hearings. Of the two open positions, one technician will be assigned to the Code Enforcement division and the other to the Animal Services division, each providing essential support to officers and the community through case management, dispatching, and public outreach.What You’ll Do:
Neighborhood Services Technicians – Code Enforcement:
- Assist Residents & Process Complaints – Respond to inquiries, educate the public on city ordinances, and manage citizen concerns.
- Support Officers with Case Management – Handle documentation, process notices/citations, track cases, and manage certified mail.
- Work Across Multiple Systems – Utilize platforms like Energov, Accela, County Parcel Viewer, Outlook, and USPS systems for daily operations.
Neighborhood Services Technicians – Animal Services:
- Process Licenses & Reports – Manage animal licenses, vaccine records, and bite reports while ensuring compliance with local regulations.
- Support Officers & Dispatch Operations – Handle centralized dispatch, process enforcement documents, and manage case documentation.
- Navigate Multiple Systems – Use platforms such as Energov, Chameleon, Pet Point, County Parcel Viewer, Outlook, and USPS systems.

- Receive and respond to public inquiries and complaints regarding City programs, policies, procedures, codes and code violation processes.
- Review, interpret and provide information and direction to the public regarding applicable local, state and federal regulations, codes, ordinances, documents, standards and guidelines.
- Assist department staff in the preparation of Requests for Proposals, letters, notices, and complaints.
- Prepare, compile, tabulate and maintain data including databases, various documents and statistical and operational reports and records.
- Develop, maintain and archive a variety of files and records.
- Schedule meetings and inspections and maintain calendars for department staff; reserve and prepare conference rooms; prepare meeting agendas; attend meetings and take and publish meeting minutes.
- Assist with the coordination of Administrative Hearings; provide administrative support to department staff by pulling and organizing necessary files, reports and documentation and performing redaction.
- Review, interpret and provide information and direction to the public regarding Animal Services programs.
- Assist in joint inspections or independent customer contact inspections in the field on occasion, assisting with photos, documentation and related duties.
- Act as a liaison to residents, animal shelters, animal hospitals, outside agencies and service providers.
- Assist with preparing budget and financial draft reports; memorandums of understanding, grant applications or contracts; assist with grant tracking and administration.
- Organize, manage, and inventory supplies.
- Perform other related duties as assigned.
NS Technician II - performs all of the duties of Technician I, plus the following:
- Assist Code Enforcement and/or Animal Services Officers with record-keeping, scheduling, administrative hearings, and field inspections.
- Assist and support Neighborhood Services programs such as weed abatement and cart retrieval among others, including field inspections, documentation and reporting.
- Research, compile and analyze data for special projects and various reports.
- Assist with and support on-the-job training of Technician I.
NS Technician I - $25.97 - $31.76
Education: Equivalent to the completion of 12th grade or a higher-level degree.
AND Experience: Two (2) years of experience performing customer service and clerical functions preferably related to construction/building/design trades, animal care, or related fields. Experience in a public agency is preferred but not required.
NS Technician II - $28.56 - $34.94
Education: Equivalent to 30 semester units from an accredited college or university with coursework in a related field which includes 12 semester units in mathematics, construction, building inspection, plan review, animal science, or other related fields.
ORPossession of a Permit Technician Certificate from the International Code Council (ICC) or an accredited certifying organization.
Experience: One (1) year of full-time working experience as a Technician I at the City of Rancho Cordova
ORTwo (2) years of directly related experience performing customer service at a public counter issuing permits, explaining and applying the applicable regulations, codes and guidelines, and working with database and permit tracking systems. OR
Two (2) years of directly related experience performing customer service at a public counter explaining general animal care, preventative measures in an animalshelter and/or veterinary office.
