The Senior Engineer independently manages multiple projects of moderate scope and complexity, applying extensive technical expertise to the design, construction, and maintenance of public infrastructure. This role provides guidance on engineering programs, ensures regulatory compliance, and contributes to capital improvement planning. The Senior Engineer also mentors staff, develops innovative engineering solutions, and represents the organization in stakeholder communications.
Essential Duties and Responsibilities:- Manages multiple infrastructure projects from planning through construction, including preparing and reviewing designs, specifications, and contract documents.
- Provides technical expertise in water, wastewater, stormwater, floodplain and pavement condition analysis, utilizing data models to guide design decisions.
- Identifies infrastructure deficiencies and prioritizes capital improvement projects based on master plans, risk assessments, and remaining useful life analyses.
- Researches and implements new engineering techniques to improve infrastructure longevity, durability, constructability, and cost efficiency.
- Develops and oversees engineering programs, ensuring compliance with applicable policies, standards, and regulatory requirements.
- Reviews and interprets engineering policies, procedures, ordinances, and laws, recommending updates as needed.
- Represents the organization in public meetings, professional conferences, and stakeholder discussions on engineering projects.
- Provides mentorship and technical guidance to engineers and Public Works staff, fostering professional development and industry engagement.
- Seeks out training opportunities to enhance technical, leadership, and communication skills.
- May manage or mentor staff, including training, performance evaluation, and professional development.
- May assume the responsibilities of the Engineering Manager in their absence.

Qualifications:
- Bachelor’s degree in Engineering required.
- Eight years of relevant engineering experience required.
- Must possess a South Dakota Professional Engineer (PE) license or the ability to obtain within one year of hire.
- Must possess a valid South Dakota Driver’s License or the ability to obtain within 30 days of hire.
