Overview:

OMNI is honored to be retained by the City of Raytown, Missouri in the search and selection of an experienced professional as their next Human Resource Manager. This critical role will ensure the City has the right workforce, with the necessary skills and capabilities, to achieve organizational goals.

The City of Raytown is located in Jackson County, Missouri and was incorporated in July of 1950. At the time the City was made up of 1,000 people in a two square mile area. Today, the City includes 32 square miles and approximately 30,000 residents. A number of attractions bring residents and visitors to Raytown including: 3.3 miles of the newly built Rock Island Trail and Cave Spring Historic Site.

The Human Resource Manager reports directly to and collaborates with the City Administrator. This hands-on tactical role will manage day-to-day activities and assist in the development and oversight of an annual budget. The City currently employs approximately 131 full-time positions and 23 elected/part-time/seasonal employees across seven departments including administration, court, community development, finance, parks, public works and police. Fire and EMS are separate entities.
Responsibilities:
  • Oversight and execution of HR services, activities and operations, including staff recruitment, employee relations, EEO/affirmative action, development and training, employee compensation and benefits administration, performance management, and compliance.
  • Responsible for all aspects of the recruiting and hiring process including position description, advertisement, interview materials, conducting interviews, offers, background investigations and new hire onboarding.
  • Develop and maintain job descriptions and salary ranges for all City staff. Participate in MARC’s annual compensation survey with updated compensation and benefit information.
  • Oversee and administer the City’s employee benefit program including medical, dental, vision, EAP, life and disability insurance, voluntary supplemental insurance, 457(b) and LAGERS pension.
  • Manage benefit programs and contracts with providers, present changes to the Board of Aldermen for approval.
  • Schedule, prepare materials and oversee the annual Benefit Fair for active and COBRA employees and retirees.
  • Arrange, oversee and administer the annual health fair and wellness program.
  • Develop and maintain a performance evaluation program.
  • Investigate incidents related to work conditions, employment practices, and employee grievances with legal counsel as needed to resolve concerns.
  • Counsel department heads and supervisors on employee performance issues, assist in development of disciplinary documents and performance improvement plans.
  • Manage and administer all workers’ compensation and unemployment claims.
  • Oversight and management of personnel files for payroll records and changes.
  • Maintain personnel manual, present recommended changes to the Board of Aldermen for approval.
  • Response to inquiries for data and reports on staffing, including compensation surveys, 401(a) and GASB censuses and EE0-4 reports. Work with vendor to ensure accurate completion of Affordable Care Act documentation, ensure compliance with all legally required employment posters. Manage the City’s Memorandum of Understanding (MOU) with the NAACP.
  • Serve as a member of the city leadership team and as a resource to city management, department management, and city staff, building strong working relationships with internal and external partners.
Qualifications:
  • Bachelor’s degree in human resources, public administration or related field.
  • Minimum five (5) years of progressively responsible leadership experience in HR management including: managing organizational change, recruitment and retention, classification and compensation, benefits administration, staffing and workforce planning, employee training, and policy administration is required. Experience in local government is preferred.
  • Certification in human resources (PSHRA-SCP, SHRM-SCP) and experience with Tyler Technology/Incode v10 and Kronos proficiency.
  • Proficient with technology including Microsoft Office Suite and implementation of new software tools.
  • Excellent leadership and communication skills with the ability to establish trust and credibility.
  • Strong organizational skills with exceptional analytical and problem-solving skills.
  • Reputation for high level of professionalism, discretion, adaptability, critical thinking, approachability, supportiveness and integrity.

The salary range is $71,911-$107,877 dependent on qualifications and experience.
