Job Overview
This position is responsible for performing a variety of technical procurement and related services including the project management of bids, requests for proposals (RFP’s), leases, administration of contracts, and supporting all City purchasing activities. In addition to administering the activities of the City of Reading, this position involves responsibility for all purchasing activities including: Strategic decision-making for all purchases, including sourcing, price, terms, and right-sizing the supplier base.
POSITION SUMMARY:
Typical job duties may include but are not limited to:
- Directs the strategic direction of city-wide purchases.
- Positions city-wide purchases in the most cost-efficient manner.
- Solicits proposals from the supplier community in the form of price quotations or bid specifications.
- Tabulates and analyzes formal bids received and awards contracts.
- Purchases supplies, materials, equipment, and services in accordance with the purchasing policies and guidelines consistent with the requestor’s specifications.
- Contacts suppliers/vendors to obtain competitive price bids; determines availability, terms, and delivery schedule regarding specific requisitions; evaluates quote/terms; and recommends action.
- Serves as a resource to all City staff regarding all aspects of the purchasing process; advises on purchasing policies and processes; assists in preparation of specifications and purchase orders, researching specialty products and/or services; gathers data and provides alternatives.
- Creates requests for proposals in accordance with purchasing policies and guidelines and consistent with the requester’s specifications, provides supporting documentation, distributes information to appropriate an approved vendor, and monitors the receipt of responses to ensure timeliness and adherence to bidding process.
- Responsible for supervising the maintenance of vendor database and ensuring integrity of data.
- Plans and coordinates public auctions to dispose of surplus property.
MINIMUM QUALIFICATIONS:
Education/Experience Requirements
- Bachelor’s degree in business administration, supply chain management, or a similar field with two years of professional purchasing experience, preferably in a municipal environment; or equivalent experience which provides the required knowledge, skills, and abilities.
- Proven ability to lead staff.
- Professional Certifications in Procurement (CPO, CPP, CPM), Supply Chain Management (CPSM), Project Management (PMP) and or Six Sigma preferred.
