Performs routine and complex technical work administering and enforcing the City’s building, zoning, safety codes, and standards. Under the supervision of the Community Development Director, this position coordinates, investigates, , and performs inspections, enforcement, and processing functions related to federal, state, and local code regulations and standards administered by the department. Works under the supervision of the Community Development Director.
May assist the Planning and Building Divisions with inspections and permit duties, including software use, as needed.MINIMUM QUALIFICATIONS:

SPECIAL REQUIREMENTS
- Coordinates the City's code enforcement program.
- Conduct and coordinate field investigations on complaints of municipal code and permit condition violations; advise property owners, the public, and city staff on violations and abatement methods; seek abatement/remedies through voluntary compliance where possible.
- Directs, coordinates, and conducts follow-up abatement procedures, including preparing additional correspondence, site visits, and communication with property owners, business owners, residents, and attorneys; conducts follow-up investigations to ensure compliance with applicable codes and ordinances; prepares non-compliance cases for legal action; presents testimony at hearings.
- Prepares correspondence and summarizes investigations that could result in the issuance of notice of violations or citations and may appear as a witness.
- Provides assistance to the Planning and Building Division staff when needed in performing housing inspections for substandard conditions or verifying site conditions for compliance.
- Responds to public inquiries and complaints in a courteous manner; provides information to violators, the general public, the business community, and other government agencies regarding codes, laws, and ordinances related to code enforcement duties; resolve complaints in an efficient and timely manner; refer complaints to other City departments for action as necessary.
- Prepares, monitors, and files property liens and special assessments with the County Recorders/Assessors Office. Also, prepares the release of liens on previous abatement actions.
- Coordinates with City departments in the correction of Municipal Code violations.
- Perform other duties as assigned within the scope of the job classification.

Education and Experience:
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying; typical education would include:
- Associate’s degree or equivalent and advanced technical training in law enforcement, code compliance, environmental compliance, planning, or a related field. A bachelor's degree is desirable.
- A minimum of two (2) years of professional work experience performing code or law enforcement, field inspections, or investigations. Other closely relatable or applicable experiences may be considered.
- Certification as a code enforcement officer is desirable.
Necessary Knowledge, Skills, and Abilities:
- These employment standards are typically attained with one year of experience performing duties involving code enforcement OR two years of related work experience utilizing zoning and land use, building, health, or other related regulations OR successful completion of academic courses which would include code enforcement, zoning, and land use regulations, investigative techniques and methods, public health, planning, environmental studies, law enforcement, biological and physical sciences.
- Experience enforcing administrative rules and regulations, including field investigations, responsibility to take legal enforcement action, and substantial public contact requiring skill in communication and persuasion and municipal code enforcement.
- Investigative techniques useful in inspecting residential, commercial, and industrial activities to ensure compliance with code and ordinance requirements; general characteristics of zoning, health and safety codes, public nuisance and business license codes and regulations; research methods and related sources; interviewing techniques; English usage, spelling, and punctuation; modern office policies and procedures; computers and associated software applications.
- Read and interpret applicable laws, ordinances, codes, and policies; work cooperatively with other departments, agencies, and citizens; establish and maintain effective and good public relations; prepare and present clear, concise, and comprehensive verbal and written reports.
SPECIAL REQUIREMENTS
- Position requires a valid State of California driver’s license with a clean driving record.
