Description
We are looking for someone to
- Perform routine laboratory analysis, including detailed testing of wastewater to assure meeting discharge requirement for NPDES permit
Conduct a variety of chemical and bacteriological tests to determine composition and disposition of wastewater components
Prepare a variety of records and reports, including Quality Assurance / Quality Control records required for State Laboratory accreditation.
Maintain test equipment and laboratory facilities
Order supplies and minor testing equipment
Operate a variety of equipment, such as atomic absorption spectrophotometer, dissolved oxygen meters, pH meters, and turbidimeters
Assist other departments with testing when requested
Qualifications we're looking for
Knowledge of :
Steps to be taken to effectively communicate all requirements (and safety hazards) to operations staff
the Clean Water Act (and amendments) and applicable EPA and State regulations
safety procedures surrounding the handling of reagents and chemicals and laboratory glassware
Operating principles of analytical instrumentation spectrophotometers, pH meters, D.O. meters, etc.
State Laboratory Accreditation (DHS ELAP) procedures and required records
Capability of evaluating the analytical data from procedures using such instrumentation
Ability to :
Execute calculations accurately
Recognize treatment process efficiency, or problems by observation of physical properties and / or chemical examination
Set up and maintain California D.HS Laboratory Accreditation including an acceptable QA / QC program
Education, Experience and Special Requirements :
Typical education would include an Associate of Arts degree in Biology or Physical Science
Typical experience would include three years of progressive relevant experience in operation, maintenance, or testing of wastewater facilities
Possess a CWEA Laboratory Certificate, Grade II, or possession of a Grade I and the ability to obtain a Grade II within six months or Bachelor's degree in science
Two years full-time laboratory experience and ability to obtain Grade II certification within 18 months
Possession of the appropriate California driver's license, or the ability to acquire one within ten days of appointment

Selection Process : Final appointment is contingent upon :
Review of driver history record.
Passing a city paid fingerprint criminal conviction check (applicants 18 and older).
Passing of a pre-employment medical exam and drug and alcohol screening test.
Veteran's Credit : Applicants who attach a copy of the DD-214 to their application indicating "Honorable Discharge" from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.

Holidays :
An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.
Vacation :
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation / paid time off benefits.
Sick Leave :
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.
Health Insurance :
Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees.
Retirement :
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System .
Administrative Leave :
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.
Deferred Compensation Plans :
Available for interested employees.
Union Dues : Some job classifications are represented by collective bargaining units, the employees of which may choose to join and pay union dues.
Part-Time Retirement Benefit Program :
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.
