Purpose of Position

  • This recruitment, alongside the Associate Engineer recruitment, serve to fill one full-time position in the Engineering Department. Candidates interested in either of the positions are encouraged to apply for one or both roles upon meeting the mandatory requirements.

PURPOSE OF POSITION :

Under the general supervision of a Principal Engineer, performs municipal infrastructure engineering, project management, and development review. The position assists the Principal Engineer with planning, budgeting, and administration and delivery of capital improvement and private development projects. Responsibilities include overseeing and preparation of construction plans, bid documents and estimates, inspections, land use decisions and site plan reviews.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS :

This position will work on Capital Improvement Projects as well as Private Development Projects.

Capital Improvement Project Management :

  • Responsible for project management and delivery of moderately complex capital improvement projects. Assists Principal Engineer on complex projects.
  • Schedules, assigns, and performs design engineering activities for City projects, including transportation systems, water source and distribution systems, wastewater collection and treatment systems, storm water collection, conveyance and disposal systems, park and trail improvements, traffic, bicycle and pedestrian facilities and ADA improvements.
  • Oversees, performs, and takes responsible charge for the preparation of plans, detail drawings, specifications, cost, and quantity estimates, and bid documents. Compile and issues Requests for Proposals for professional services and manages consultant contracts.
  • Performs construction management duties, including administering procurement procedures, conducting pre-construction conferences and weekly construction meetings, processing pay estimates and change order management, administering approved budgets, and ensuring compliance with prevailing wage laws. Assists inspection staff with assessing site conditions and problem solving.
  • Accountable for all expenses within a project and reporting concerns regarding meeting budget goals.
  • Works with other City staff and Engineers, primarily within Public Works, to develop project schedules, budgets, establish priorities, and coordinate maintenance work.
  • Creates maps, construction drawings, and as-built construction drawings as needed to support City staff and the public using CAD programs such as AutoCAD, Carlson, ArcView, and Arc Info.
  • Creates project flyers that describe capital improvement projects. Responds to requests for information, problems, and complaints regarding the design and implementation of City projects. Refers unusually complex or sensitive matters to the Principal Engineer
  • Researches cost-effective methods, techniques, and solutions to engineering and construction applications. Directs engineering tests on materials used in City construction work.
  • Prepares or assists with staff reports. Presents or assists the Principal Engineer with presenting project updates and / or contract approvals at City Council meetings or to other stakeholder groups.
  • Private Development Review :

  • Independently reviews complex private development projects, including but not limited to pre-development meetings, transportation impact analyses, land use applications, and construction plans.
  • Enforces compliance with codes, ordinances, regulations, master plans, and conditions of development approval, as well as City design and construction standards and specifications.
  • Responds to customer and public inquires. Explains and interpret codes, policies, standards, fees, and procedures. Refers customers to other staff / resources as appropriate. Assists customers in utilizing the electronic plan / permit submittal system.
  • Works closely with Community Development, Public Works, Redmond Fire and Rescue, and Inspection staff to permit private development projects through concept, design, construction, and closeout.
  • Prepares and administers easements, bonds, dedications, plat approvals, and other administrative documents.
  • Creates standard operating procedures, reference guides, and tools to improve department processes.
  • May conduct site visits to ensure compliance with applicable standards.
  • Other Duties :

  • May assist with Master Plan updates.
  • Performs other related duties in connection with achieving the position objectives.
  • May operate a City vehicle to attend meetings, trainings, inspections, etc.
  • Provides technical assistance to others in the City, other agencies, public utilities, and the general public through individual contact and group meetings.
  • May assist in the training of other City personnel in public works design or private development.
  • Qualifications

    JOB QUALIFICATIONS REQUIREMENTS :

    Mandatory Requirements :

    Bachelor's degree (B.S.) in civil engineering or related field from an accredited university, plus at least three (3) years verifiable work experience in design and implementation of municipal infrastructure projects; or any equivalent combination of education and verifiable work experience which demonstrates the ability to perform the described duties.

    Requires thorough specialized knowledge of the theory, principles, and practices of civil engineering. Considerable knowledge of public works construction methods, materials, techniques, policies, rules, regulations, ordinances, and codes applied to the design and construction of public works facilities. Ability to apply and adapt modern engineering principles, methods, and techniques to the design and management of public works projects. Ability to plan, schedule, and review the work of technical staff. Ability to prepare designs, cost estimates and related correspondence. Ability to communicate technical concepts to others.

    Special Requirements / Licenses :

    Must be certified as a Professional Engineer and must be able to obtain registration in Oregon within six (6) months.

    Possession of or required to obtain within thirty (30) days from date of hire, a valid Oregon driver's license.

    Must have a safe driving record.

    Desirable Requirements :

    For desirable requirements to be considered, one must have met the mandatory requirements noted above :

    Eighteen (18) months verifiable work experience in a municipal (city / county) government performing similar duties as described.

    Five (5) years verifiable work experience in design and implementation of municipal infrastructure projects.

    Work Environment

    SUPERVISION RECEIVED :

    Work is performed under the general direction of the Principal Engineer who holds the employee accountable for achieving department goals and objectives.

    SUPERVISORY RESPONSIBILITIES :

    This position is a non-management position and does not encompass supervisory responsibility. This position may require training and / or mentoring of new staff.

    PHYSICAL DEMANDS :

Work is performed mostly in an office setting although outdoor work is also required in the inspection of various land developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and carious pieces of office and field equipment.

    While performing the duties of this job, the employee is often required to sit, stand, walk, use hands to finger, handle, feel or operate objects, tools, or controls, and reach with hands and arms, speak, and hear. The employee is occasionally required to climb or balance, stoop, kneel, crouch, crawl, and smell.

    The employee may occasionally team lift and / or move up to fifty (50) pounds.

    Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

    TOOLS AND EQUIPMENT USED :

    Requires frequent use of personal computer, including Microsoft 365 Suite (Word, Excel, PowerPoint, Outlook, Teams, SharePoint), internet, calculator, telephone, copy machine, fax machine, large format plotter and scanner; motorized vehicles. Requires infrequent use of AutoCAD and GIS.

    WORK ENVIRONMENT :

    The work environment characteristics described here are representative of those an employee encounters while performing the essential function of this job. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and / or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, risk of electrical shock, noise, and vibrations.

    The noise level in the work environment is usually quiet to moderate.
