We are seeking a skilled and motivated individual to join our Public Works Asset Performance Management (APM) Team as a Senior Systems Planner. The Senior Systems Planner will build operational capability through end-to-end ownership of asset management and infrastructure system plans for our most critical asset classes. This role enables lifecycle management for Redmond’s long-lived infrastructure by writing and implementing asset management plans to monitor performance and provide inputs to capital and budget planning processes.


As a member of our APM Team, you will work across functional areas in our Utilities (water, stormwater, wastewater), Mobility (streets, bridges, intelligent transportation system), and Infrastructure (capital planning and project management office) Divisions to deliver initiatives that maximize value to the community.

 

This is a hybrid position.


ROLE & RESPONSIBILITIES

Within the Asset Performance Management Team, this role serves as a planning program lead to deliver the Public Works Department Strategic Asset Management Plan. 

 

  • Bridges operational and tactical work to improve asset management outcomes by developing specific asset management plans for Public Works’ most critical asset classes including water, stormwater, and wastewater utilities, streets, bridges, and intelligent transportation systems. This role develops policies, business processes, and coordinating efforts to advance asset management initiatives through the capital improvement program.
  • Responsible and accountable for activities related to development, evaluation, amendment and implementation of the program criteria, policies and management plans; defining scope of projects, conducting technical research and studies, collecting and analyzing data, evaluating and formulating options and solutions in relation to operational directives, preparing staff reports, and presenting recommendations
  • Project management, including such things as, defining scope of work and consultant selection, steering and refining project design, refining project plans and specifications, managing project implementation
  • Prepares technical reports on zoning and other code updates, functional plans, master plans, and technical studies that impact utilities and mobility infrastructure managed by Public Works.
  • Coordinates and communicates with internal departments and external agencies, the City Council and members of boards and commissions; 
  • Facilitates and attends public outreach meetings related to programs and projects assigned


QUALIFICATIONS

Education and Experience

  • Bachelor's degree in urban planning, urban design and development, architecture, landscape architecture, geography, environmental science, natural resources management, transportation, public policy, engineering or related discipline.
  • Master's degree preferred.
  • Four (4) to six (6) years of professional experience in the above fields; 
  • Equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities

Licenses and Certificates

  • Valid Washington State Driver's License and a driving record that meets city standards

Additionally, new hires relocating to the area are required to have Washington State residency within 30 days of their start date to comply payroll tax purposes.
