The Finance Manager operates with significant autonomy and is responsible for ensuring the integrity of the City’s fiscal management processes. A large portion of their time is dedicated to reporting the City’s financial status and refining budgeting processes and policies to meet performance goals. The role involves reviewing, approving, planning, and directing personnel actions within a division that handles highly visible, complex work with substantial financial responsibility, often collaborating with others citywide or regionally.
This is an onsite/hybrid position.
This position is full-time and might require some weekends and evenings.
- Assists the Finance Director and Deputy Finance Director in carrying out the functional and operational responsibilities of assigned areas
- Assists with the development, recommendation, implementation and administration of the citywide operating and capital budgetary policies and procedures
- Analyzes rate and user fee studies and serves as the fund manager for the City’s utility funds
- Applies strategic planning principles to help the City achieve its vision, goals and objectives
- Prepares and presents oral and written reports and recommendations to the Mayor, City Council, department directors and the public
- Represents the City on boards and commissions; advocates the City's position in inter-local and regional related meetings. May serve as a City representative on regional committees, evaluating region wide issues for fiscal and policy impacts.
- Assists in the creation of a financial strategy system that is sustainable, flexible, diverse, and transparent in the short term while ensuring compliance with citywide directives, public administrative policies, and industry standards
- Develops and administers the evaluation system for effectiveness and efficiency of citywide programs in financial terms.
- Manages internal controls and policies; monitor, review, and verify the general ledger system to ensure compliance with generally accepted accounting principles (GAAP) and other statutory requirements.
- Collaborate with external auditors to ensure complete cooperation and compliance.
- Develops and implements operating goals and objectives for assigned areas to ensure compliance with overall department goals and objectives and any applicable city, state, or federal statutes, rules, and regulations.
Knowledge of and skills in:
- Principles and practices of operating and capital budgeting; process and approaches in developing, presenting, and justifying program budgets in public sector
- Municipal and capital financing methods
- Performing complex financial analysis and forecasts; applying statistics and trend analysis
- State of Washington’s Budgeting, Accounting and Reporting System (BARS) and Generally Accepted Accounting Principles (GAAP)
- Knowledge of city government policies, procedures, and structures
- Long range, strategic financial planning
- Organizational performance management systems
- Effective employee supervision
- Written and oral communication sufficient to handle sensitive projects and problems, developing strong working relationships with divergent groups and communicating technical and philosophical concepts to lay persons.
Abilities to:
- Analyze financial statements and information; drive conclusions and make educated recommendation based on data
- Analyze impact of legislative, administrative, and regulatory requirements
- Evaluate effectiveness of processes and systems; modify and change processes and systems to meet the needs of the organization
- Train and develop staff
- Communicate effectively both in writing and orally to all levels within the organization and the general public
- Establish and maintain effective working relationship with the Mayor, City Council, and departments.
- Resolve complex problems which require the evaluation of alternative methods or solutions
- Set objectives, delegate, and prioritize workflow in such a way that the overall mission and/or goals of the City/Department are met
- Solicit cooperation from persons and departments throughout the City
Education and Experience:
- Five years progressive experience in performing complex financial analysis.
- Two years supervisory/managerial experience with demonstrated progressively responsible leadership experience.
- High school diploma or equivalent; Bachelor’s Degree (Master’s preferred) in Accounting, Finance, Business, or related field preferred
- Municipal experience in public sector budgeting, communications, and internal auditing preferred
- Equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
Licenses and Certificates:
- Valid Washington State driver’s license may be required.
