We have an exciting opportunity for you to join our Business Solutions team within the Technology & Information Services (TIS) department as a Lead Systems Analyst with expertise in business applications. The Business Solutions team helps manage a portfolio of over 170 applications across all city functions and departments. This opportunity is for someone who has in-depth experience working with large-scale enterprise business applications such as ERP (Enterprise Resource Management), EAM (Enterprise Asset Management), HR systems (HRIS/HCM), and Permitting systems.
As a Lead Systems Analyst you will optimize business applications to meet departmental needs while enhancing system functionality, usability, and performance. In this role, you will provide daily support to application users and act as a liaison between the business and IT, ensuring technology solutions align with operational goals. Success in this position requires a strong blend of backend technical expertise and exceptional customer engagement skills to build trusted partnerships and deliver meaningful, user-centered solutions.
In addition to hands-on technical work, you will provide leadership to the team - setting direction, assigning tasks based on capacity, and ensuring timely execution. You’ll offer mentorship and technical guidance, troubleshoot complex issues, and work closely with our business partners and project managers on upgrades and system improvements. The Lead also contributes to onboarding, and developing technical talent while fostering a collaborative, high-performing team environment.
ROLE & RESPONSIBILITIES
As a Lead:
- Play a key role in onboarding, training, and mentoring technical personnel to build a high-performing team.
- Establish team goals and objectives that support organizational strategy.
- Manage resource capacity planning, track work allocation, and report on utilization.
- Delegate assignments and align work with team strengths and project priorities.
- Provide technical guidance and collaborate with the team to resolve complex issues.
- Oversee application updates, patches, and system modifications to ensure stability and performance.
- Serve as a key contact for business partners, facilitating coordination across teams.
As a Systems Analyst:
- Collaborate with stakeholders to understand business needs and translate them into functional and technical requirements.
- Analyze, design, implement, and maintain vendor and in-house developed business applications, including ERP systems.
- Customize and administer enterprise systems using built-in low-code/no-code tools.
- Integrate business applications using data mapping techniques and various technologies.
- Design and maintain databases, end-user reports, and dashboards; perform ad-hoc data analysis.
- Optimize system performance, conduct troubleshooting, and implement root cause solutions.
- Develop training materials, documentation, and deliver end-user training.
- Manage vendor relationships, maintenance agreements, warranties, and escalations.
- Lead and support projects using established project management practices.
- Define and document technical standards, procedures, and best practices.
- Stay current on emerging technologies and make recommendations to improve business systems.
QUALIFICATIONS
Education and Experience
- High school diploma or equivalent; Bachelor's degree in computer information systems, business or related field preferred;
- 5 years experience in analyzing, designing, developing, procuring, testing and maintaining information systems
- 2 years project management experience
- Equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.
Licenses and certificates:
- Valid Washington State Driver's License and a driving record that meets city standards
