As a Parks Planning Manager, you will have a crucial, strategic role in helping our department look toward the future of our parks and facilities. Passionate about sustainability and tree canopy work, this role will work collaboratively across the City to help reach envision and accomplish goals.
As a Planning Manager, you will oversee the Parks, Trails, & Recreation Commission as well as represent the City on the Eastrail team to help look toward the future. As a collaborative partner in the Parks Leadership Team, the manager will ensure the department has up to date plans, a smoothly running CIP process, and will work across all divisions in the department to create and maintain a beautiful, equitable, accessible, sustainable system.
In this role, you will be joining a Parks and Recreation Department with a vision of protecting and enhancing the community’s quality of life by delivering exceptional services. Parks and Recreation embraces their mission to build community through people, parks, arts, recreation, and conservation.

About the Job:
- Manages Parks planning activities, including master planning, and development projects.
- Manages the Parks' Capital Improvement Program and collaborates with CIP Portfolio team on behalf of the department.
- Manages and oversees the department's functional plan, the Parks, Arts, Recreation, Culture and Conservation (PARCC) Plan and prepares and advocates the park element of the City's comprehensive plan.
- Manages land acquisition activities of the department, through identification of strategic needs and opportunities for parks, open spaces and natural areas; negotiates property acquisitions, works with staff to ensure preparation of purchase and sale agreements for identified properties.
- Evaluates land use policies affecting public parks, trails, open spaces, and recreational facilities.
- Responsible for supporting the Parks and Trails Commission.
- Bachelor's degree in Planning, Landscape Architecture, Park Management or closely related field; Master's degree preferred;
- Five (5) years of progressively responsible supervisory experience with work experience directly related to park planning and development activities, parks planning as applicable, and experience in leading project management;
- Any combination of education and experience that would likely provide the required knowledge, skills, and abilities.
- Demonstrated leadership in a community setting involving diverse populations with knowledge of best practices in equity and inclusion.
LICENSES and CERTIFICATES:
- Valid Washington State Driver's License and a driving record that meets city standards
- American Institute of Certified Planners designation preferred
