Our Public Works department is currently hiring for a Pollution Prevention Program Administrator to join our Environmental Programs Division. This role will be focused on developing and implementing long term and short-term strategic program planning focused on hazardous materials reduction/elimination within the Critical Aquifer Recharge Area and stormwater and groundwater pollution prevention Citywide.
Stormwater Source Control Program Management:
- Oversee all components of the Phase II NPDES Permit Business Source Control Inspection Program including conducting onsite inspections of both publicly and privately owned facilities and businesses, managing the inspection inventory and ensuring accurate data entry into NPDESPro. This also includes handling programmatic communications and preparing internal and external reports.
- Track source control corrections, violations and complaint follow-up using NPDESPro and the implementation of Progressive Enforcement Policies.
- Contribute to the development of pollution prevention education and outreach materials and assist with updates to the source control website.
Groundwater Protection Inspection Program Management:
- Manage the Groundwater High Risk Site Inspection Program for the city, including conducting Groundwater Protection Technical Assistance visits. Ensure businesses operating within Redmond’s Critical Aquifer Recharge Area (CARA) are using Best Practices to eliminate and reduce their pollution impacts.
- Coordinate Groundwater Protection Technical Assistance visits within the CARA in collaboration with the Pollution Prevention Assistance program and provide oversight for UST/Tank removal inspections.
Public Works Business License Review:
- Review city business license applications to assure compliance with stormwater and Critical Aquifer Recharge Area codes as well as applicable usage regulations.
Public Works Code Enforcement Support:
- Coordinate with city code enforcement officers to address Groundwater Protection and Stormwater Source Control compliance issues as necessary.
In addition, this role will be responsible for the following:
- Leading source control programs aimed at protecting the quality of the City’s drinking water aquifer.
- Completing Pollution Prevention Assistance (PPA) Program in person and online trainings and gaining approval to complete PPA technical assistance visits at PPA eligible businesses.
- Collaboration between various City functional groups to help realize city and division mission.
- Manage, collect, and analyze inspection related data and present program outcomes, goals, and objectives to internal and external stakeholders.
- Positively interacts with City Council and staff, contractors, businesses, public agencies, citizens and other jurisdictions to exchange information, coordinate projects, and resolve issues.
- Develop program specific SOPs and prioritize workload and projects.
- Interpret and apply groundwater and stormwater related codes and regulations.

- Bachelor of Science degree in geology, environmental science or other equivalent science field.
- Four (4) years experience with program administration and/or program management related functions (i.e. developing strategies, managing tasks, deadlines, and meeting targets)
- Three (3) years experience conducting multi-media source control inspections preferred
- Equivalent combination of education, experience and training provides the required knowledge, skills, and abilities
Licenses and Certificates:
- Current CESCL certification preferred.
- Current HAZWOPER certification preferred.
