As our new Senior Financial Analyst, you will become a key member of the Financial Planning group, serving as an internal financial liaison to the City. In this role, you will facilitate and develop the City’s biennial budget, monitor trends in revenues, expenses, and program performance across key areas, and work to improve existing processes and policies. You will also take a leadership role in various special projects, presenting findings and recommendations to City elected officials, department directors, and managers. Additionally, you will advocate for the City’s position by participating on boards and commissions and represent the City in discussions on region-wide policy issues that may have significant financial implications.

- Develop, recommend, and monitor complex operating and capital budgets; prepares budget revisions to reflect changes in revenue and/or program levels.
- Prepare and consolidate monthly, quarterly, and annual financial reports to management to enable financial and budgetary monitoring and control.
- Identify and advise on budget overruns, revenue shortfalls and other financial challenges; recommends options and solutions; and works with management to resolve issues.
- Respond to inquiries and requests from management and other departments regarding budget/financial issues and special reports and analyses.
- Prepare and present financial reports including variance analysis, short- and long-term projections, and other necessary correspondence to Directors, Administrators, and Elected Officials.
- Coordinate and collaborate with other regional partners, cities, agencies, or communities to resolve fiscal and operational policy issues, involve development of cost models and cost recovery for City services.
- Participate, support, and/or lead the preparation, presentation, and recommendations to the Mayor, Council, and the Department Directors.
- Research, analyze, and evaluate complex financial programs, utility rates, rate studies, and projects in a timely manner.
- Review and recommend solutions to operational, management, budget, capital, and other fiscal and policy issues.
- Develop financial models; and prepares financial forecasts, cost projections and recommendations.
Knowledge, Skills and Abilities:
- Generally Accepted Accounting Principles (GAAP)

- Financial and statistical modeling; setting assumptions for a variety of fiscal, operational and hypothetical analysis
- Methods of forecasting for revenue, expenditure and cash

- Techniques and practices of project funding, budgeting and financial management
- Monitor and interpret financial documents to assure compliance with regulatory requirements

- Federal, State and local regulations, procedures, and accountability standards governing work of assigned area
- Municipal financial management and budgeting processes, practices and systems.
- Business and statistical software applications as well as City's budgetary tool programs.

- Perform cost and benefit analysis for options and recommend appropriate actions.
- Identify financial/budgetary related problems and develop options, identifying strengths and weaknesses of each, to implement solutions.
- Perform statistical, mathematical and financial analysis; interpret the data
- Plan, organize and simultaneously manage multiple complex projects while meeting performance standards and deadlines
- Organize and present in a concise, clear and logical manner complex fiscal and policy research and findings
- Understand and apply social and economic indicators to analysis
- Work independently with minimal supervision
- Establish effective and collaborative work relationship with internal clients, developers, representatives of private businesses, other jurisdictions and elected officials.
Education and Experience:
- Bachelor's degree (Master's preferred) in Accounting, Business Administration, Finance or related field
- Five (5) years progressive experience in financial analysis/modeling
- Municipal experience preferred, or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
Licenses and Certificates:
- Valid Washington State Driver's License

Salary : $105,216 - $142,044
