We are seeking a Dynamic & Innovative Senior Planner sought for our Environmental Programs Division. You'll lead policy development, manage planning projects, and ensure compliance with environmental regulations for multiple utilities (stormwater, water, wastewater, solid waste).

The following duties and responsibilities are typical of the Senior planner classification though will vary based on specific assignments:

  • Environmental Compliance: Ensure compliance with the Phase II Municipal NPDES Permit by coordinating efforts across departments, managing permit requirements, and conducting outreach. 
  • Planning & Policy: Lead planning efforts in areas such as stormwater, watershed, and water supply/wastewater management. Develop and implement policies to advance the City's environmental vision. 
  • Project Management: Manage projects from inception to completion, including scope definition, consultant selection, and implementation oversight. 
  • Technical Expertise: Conduct research, analyze data, and prepare technical reports and presentations to support planning initiatives. 
  • Collaboration & Communication: Coordinate with internal and external stakeholders, resolve issues related to planning, and support grant applications.

Skills and Knowledge:

  • Urban Planning & Environmental Management: Principles and practices of urban planning, utility management, and environmental management. 
  • Water Quality: Principles of water quality, illicit discharge compliance, and environmental communication. 
  • Environmental Regulations: Federal, state, and local regulations related to community planning, growth management, and environmental management. 
  • Permitting: NPDES permit implementation for municipalities. 
  • Government Processes: Local government code development, legislative processes and techniques. 
  • Technology: GIS and associated software, as well as contemporary office software. 
  • Community Engagement: Methods and techniques of community engagement. 
  • Grant Funding: Grant writing, management, and coordination of grant-funded projects.
  • Collaboration: Ability to work collaboratively within internal and external teams, maintain positive relationships, solve problems and resolve conflicts.
  • Communication: Effective communication in writing and verbally, including public speaking to both technical and non-technical audiences.

  • Drive City Initiatives: Develop and implement programs and projects that align with the City's vision and strategic goals.
  • Project Management: Plan, organize, and execute work efficiently to meet deadlines and exceed expectations.
  • Problem-Solving: Proactively identify and effectively resolve challenges and complex issues.
  • Data-Driven Decision Making: Conduct in-depth research, gather, and analyze data, and prepare insightful recommendations.
  • Compliance & Analysis: Ensure all work adheres to applicable regulations and aligns with City operational directives.

Education and Experience

  • Bachelor's degree in urban planning, engineering, environmental science, public policy or similar field
  • Master's degree preferred.
  • Four (4) to six (6) years of professional experience in the above fields; 
  • Equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities

Licenses and Certificates

  • Valid Washington State Driver's License and a driving record that meets city standards
  • Experience managing NPDES permits in Washington State is preferred.

Selection Process

  • All applicants will be notified of their application status.

  • Note, the City may review existing application pools to fill this position or use this pool to fill future vacancies.


Offers of employment are conditional based on the candidate successfully passing both background and reference checks. Internal candidates are subject to passing a new background if the previous check was conducted more than six months ago.


Additionally, new hires relocating to the area are required to have Washington State residency within 30 days of their start date to comply payroll tax purposes.
