The Utilities Division of the Public Works Department is seeking an energetic and innovative Program Administrator to oversee the City’s Stormwater Private Drainage Inspection and Wastewater Source Control programs. The successful candidate will develop, implement, and manage these programs to meet applicable regulatory requirements and responsibly care for essential infrastructure and the environment.
In this role, you'll rely on your excellent interpersonal and communication skills to assist local businesses and property managers in ensuring private stormwater drainage systems are properly inspected and maintained.
You'll also create and manage a wastewater Fats, Oils, and Grease (FOG) program. You'll work with a diverse business community to provide education, outreach, and resources, protecting the City's wastewater infrastructure from FOG impacts such as sanitary sewer overflows.
A key goal will be to leverage your program management experience to develop a self-inspection program in which private system owners document and self-submit proper maintenance and inspection of their private stormwater or wastewater systems.

This is an onsite position with potential for periodic remote work on an ad-hoc basis.
This position is full-time and might require some weekends and evenings.
Schedule Details: (Monday – Friday, 7am – 3:30pm.)
- Program Administration: Oversee the City's Private Drainage Inspection and Wastewater Source Control programs, ensuring compliance with all applicable regulations. This includes program design, implementation, maintenance, and evaluation, aligned with departmental and city goals.
- Program Performance & Strategy: Monitor program effectiveness, identify areas for improvement, and develop short- and long-term strategic plans, including new policies to enhance program efficiency.
- Illicit Discharge Detection & Elimination (IDDE): Support the IDDE program by responding to, investigating, and documenting spills and other illicit discharges to the stormwater system.
- Self-Inspection Program: Develop and administer a program requiring property owners to document and submit regular inspections of their private stormwater or wastewater systems.
- Public Education & Outreach: Collaborate with the Communications Division to develop and disseminate educational materials to inform the community about private stormwater and wastewater best practices and regulations.
- Reporting & Communication: Prepare and present written reports and program updates to City leadership, other departments, and external agencies.
Stormwater Private Drainage Inspection
- Regulatory Inspections: Schedule, conduct, document, and report on all required private drainage site inspections as per the City's NPDES Phase II Municipal Permit.
- Prioritized Inspection Program: Develop a systematic inspection program for all private stormwater sites to ensure proper maintenance and compliance with regulations.
Wastewater Source Control
- FSE Inspections: Develop and implement a prioritized inspection program for restaurants and other food-service establishments (FSEs) to ensure compliance with regulations related to fats, oils, and grease discharge.
- Collaboration: Coordinate with the Wastewater Operations Division to investigate and address prohibited discharges and their impacts on the conveyance system.
- Industrial Waste Coordination: Collaborate with King County Industrial Waste program staff on wastewater source control issues, including discharge authorization permits and illicit industrial waste discharges.
Knowledge, Skills and Abilities
- Technical Expertise: Possess in-depth knowledge of stormwater and wastewater systems, including facility maintenance, inspection procedures, and relevant regulations (federal, state, and local).
- Regulatory Compliance: Strong understanding of NPDES Phase II permit requirements for Western Washington.
- Customer Service: Ability to effectively communicate with customers and build relationships to achieve voluntary compliance with regulatory requirements.
- Communication & Reporting: Excellent written and verbal communication skills, with the ability to clearly convey technical information to diverse audiences.
- Autonomy & Initiative: Ability to work independently, conduct research, analyze data, and develop recommendations for program improvements.
- Collaboration & Teamwork: Ability to effectively collaborate with colleagues, other departments, and external agencies.
- Data Management: Proficiency in using computer programs and systems to maintain records, analyze data, and generate reports.
- Budgetary Principles: Understanding of municipal budgetary principles and practices.
Education and Experience
- Four years’ experience in program administration, project management, or operations of stormwater and wastewater systems.
- High school diploma or equivalent; Bachelor’s degree related to assigned field preferred
- Any equivalent combination of education, experience and training provides the required knowledge, skills, and abilities
Licenses and Certificates
- Valid Washington State Driver's License and a driving record that meets City standards.
- Certified Erosion and Sediment Control Lead (CESCL) and HAZWOPER certification preferred; may be obtained after hire.
- Additional licenses and certificates specific to the assigned program may be required

Salary : $95,892 - $129,468
