Classification Description Summary

Under general management direction, coordinates the City's real property program including the acquisition of all real estate required to carry out City projects, the preparation of appraisals used for the negotiation, acquisition, and sale of excess real property, the disposition or sale of all excess real estate for the City, and the facilitation of relocation activities for property owners and tenants displaced by City projects; coordinates assigned activities with other departments, divisions, the City Council, outside agencies, and the general public; performs a variety of professional and technical tasks relative to assigned area of responsibility; and provides responsible and complex staff assistance to management.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Assist management in the identification of properties for acquisition. Negotiate the terms and conditions for the acquisition of property or property rights of land and / or water including fee title, easements, dedications, gifts, licenses, leases, and right of entry; provide recommendations to Revitalization Manager, Redevelopment Agency, or City Council regarding proposals negotiated.

Prepare title and escrow procedures and instructions; coordinate with and monitor title companies regarding property transfer agreements; serve as escrow agent on transactions that do not require title company action; research title issues and record all documents.

Prepare all contracts, deeds, easements, escrow instructions, and other legal instruments required to sell or purchase real property.

Prepare and review appraisals of land and water rights to be purchased or sold for proposed or required municipal operations; collect and assess appropriate and pertinent market data to develop reasonable and justifiable property values; create and develop a certified appraiser list.

Assist management in the identification of properties for disposal. Negotiate the terms and conditions for the disposition / sale of real property or property rights as agent for the City of Reno; provide recommendations to Revitalization Manager, Redevelopment Agency, or City Council regarding proposals negotiated.

Create, negotiate, and maintain City lease, rental, and license agreements, both as landlord and tenant; prepare and maintain all modifications, additions, and amendments to leases, both as landlord and tenant; as property manager, handle all late payments, evictions, and lease terminations.

Coordinate activities with and serve as liaison to survey, construction, and inspection crews for streets and highway dedications, storm drains, sewer easements, rights of entry, encroachment permits, temporary construction easements, licenses, staging yards, and related items.

Create, develop, and maintain an inventory of City-owned property.

Assist in the identification of City or Redevelopment Agency owned property to be offered for development.

Assist in the preparation of Requests for Proposals (RFPs) for City or Redevelopment Agency owned properties offered for development.

Prepare necessary reports including reports for City Council meetings

Serve on a variety of committees related to assigned responsibilities.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and / or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of :

Operational characteristics, services, and activities of a real property acquisition program.

Methods and techniques of buying and selling real property.

Methods and techniques of real estate appraisal.

Pertinent federal, state, and local laws, codes and regulations relating to real estate and real property acquisition and sales.

Modern and complex principles and practices of preparing legal real estate documents.

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to :

Coordinate the City's real property program.

Negotiate the sale or purchase of real property for the City.

Prepare accurate documentation necessary for purchasing and selling land and water rights.

Review and critique technical property appraisals.

Read and interpret subdivision maps and specifications.

Prepare clear and concise reports.

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Recommend and implement goals, objectives, policies and procedures for providing real property program services and activities.

Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.

Participate in the preparation and administration of assigned budgets.

Plan and organize work to meet changing priorities and deadlines.

Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.

Work cooperatively with other departments, City officials, and outside agencies.

Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Supplemental Information

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

Education / Training :

A Bachelor's degree from an accredited college or university with major course work in business administration, real estate, or a related field

Experience :

Four years of increasingly responsible experience in the appraisal and acquisition of real property.

License or Certificate :

Possession of an appropriate, valid driver's license.

Possession of Senior Right of Way Agent certification issued by the International Right of Way Association is desirable.
