Classification Description Summary

Under general supervision, inspects complex and large scale public works improvement projects including sanitary, sewer and stormwater construction, street extensions and special assessment district improvements within the City right-of-way; ensures construction compliance with plans, codes, specifications, contracts, and agreements; oversees and administers the Quality Assurance Program for inspection of public improvement projects; and responds to questions and inquiries from the property owners, developers, engineers, contractors, architects, and the general public regarding construction codes and laws.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Inspect work quality and materials used in complex and large scale public works improvement projects including sanitary, sewer and storm water construction, street extensions and special assessment district improvements within the City right-of-way.

Inspect line, grade, size, elevation, and location of structures; ensure compliance with applicable codes, ordinances, and regulations.

Inspect staking of project and verify property lines, areas, and closures; check for permits and inspect workmanship and methods for compliance with City standards and codes.

Attend pre-construction meetings; represent the City's needs and requirements to developers, contractors, and engineers; review plans, specifications, and / or videos to gain familiarity with construction projects; ensure plans are in compliance with federal, state, and local codes.

Prepare detailed documentation of construction progress and inspection; document construction problems and prepare reports; recommend modifications to developers and engineers to bring project up to standards and specifications; issue notice of violations and citations of violations as necessary.

Initiate change orders on specific projects to ensure compliance with specifications and plans; issue stop work orders to ensure contractors comply with applicable codes.

Inspect underground utility construction including water, sewer and stormwater, trenching, manhole construction, trench backfill and testing.

Inspect street surface improvements including survey staking, subgrade preparation, soil stabilization, spreading and rolling of asphalt, and resurfacing of curbs and gutters.

Monitor the work of contractors, sub-contractors, and developers through all phases of construction to insure compliance with all City standards and municipal code requirements.

Conduct final inspections; review as-built drawings; compile final inspection correction list and inspect corrections.

Oversee and administer the Quality Assurance Program for inspection of public improvement projects; inspect work quality and materials used in private work within the City right-of-way.

Review and evaluate all inspection and testing reports; ensure problems and inconsistencies are adequately addressed.

Coordinate quality assurance procedures with other City departments; ensure that excavation and other required permits are properly issued and satisfied.

Perform walk through to view that all improvements are built correctly and as permitted in compliance with applicable codes; recommend acceptance of public improvements.

Conduct educational seminars or presentations; inform private and public developers and engineers of changes for future construction projects.

Respond to questions and inquiries from property owners, developers, engineers, contractors, architects, and the general public regarding pending projects and applicable construction codes and regulations.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and / or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of :

Operations, services, and activities of a public works inspection program.

Methods and techniques used in the inspection of public works construction projects.

Basic principles and practices of civil engineering as applied to the planning, design, construction, and maintenance of public works and building projects.

Proper paving, asphalt mixing and testing functions.

Principles and practices of stormwater construction and testing.

Basic mathematics including algebra, geometry and trigonometry as applied to construction inspection work.

City standards and specifications for public works construction.

Principles, methods, materials, equipment, and safety hazards of construction.

Methods and techniques of detecting construction defects and faults.

Applicable laws, regulations, codes, ordinances, and policies governing the construction of public works projects.

Occupational hazards and standard safety precautions.

Methods and techniques of engineering principles, construction plans, and specification review for compliance with established construction standards.

Methods and techniques of public relations.

Principles and procedures of record keeping and filing.

Pertinent federal, state, and local codes, laws, and regulations.

Ability to :

Perform inspections on a variety of public works projects.

Interpret and apply laws, regulations, codes, ordinances and policies governing the construction of public works projects.

Read and interpret plans and specifications.

Detect deviations from plans, regulations, and standard construction practices.

Determine if construction systems comply with City code requirements.

Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials.

Oversee and administer the Quality Assurance Program for public works construction inspections.

Ensure inspections are conducted thoroughly and accurately.

Perform mathematical computations rapidly and accurately.

Prepare and maintain records, drawings, and reports related to construction activities.

Enforce necessary regulations with firmness and tact.

Understand engineering principles and apply to construction projects.

Respond to requests and inquiries from the general public.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

Education / Training :

Equivalent to the completion of the twelfth grade supplemented by specialized training in the building and construction trades.

Experience :

Four years of responsible experience in the inspection of public works facilities.

License or Certificate :

Possession of an appropriate, valid driver's license.

Physical : Primary functions require sufficient physical ability and mobility to work in an office and field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push, and / or pull moderate to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information.
