The City of Renton’s Parks Department is recruiting for a Capital Projects Coordinator. This position is responsible for managing and coordinating major maintenance and development projects within the City’s parks, trails, and natural areas. The candidate will need to have strong project management skills, excellent communication and coordination abilities, and a solid understanding of public open space design, planning, construction processes, regulations, and contract management.


In addition to overseeing capital projects, the position includes other key responsibilities such as grant funding support, engaging with the public about current and upcoming projects, presenting project details to elected officials and boards, and collaborating with other city departments on multi-disciplinary initiatives. The Capital Projects Coordinator will play a critical role in fostering interdepartmental collaboration and community engagement, ensuring that projects meet both city goals and public needs, and contributing to a unified, effective team environment.

Telework Program

The City of Renton supports workers performing in a hybrid capacity (partial telework/in-office) where job responsibilities can be performed remotely. This position may be eligible for a telework arrangement, working certain days/times remotely, based on the operational needs of the City and specific Department. Regardless of job title or telework arrangement, City of Renton employees must reside in Washington State and within a reasonable distance to their worksite to respond to workplace reporting requirements.


ESSENTIAL FUNCTIONS:

  • Manage capital improvement and major maintenance projects; ensure work produced complies with specifications, timelines, City regulations and policies; provide status updates on projects to affected parties on a regular basis.
  • Perform and support design functions on City projects utilizing AutoCAD and other tools; review and or write specifications; develop recommendations for site plans and construction methods; assist with the production of master plans and conduct related studies.
  • Develop and maintain project schedules. Assist with developing strategies to re-establish project schedules that fall behind.
  • Draft professional services agreements and amendments and manage process through execution.
  • Draft construction bid documents, oversee the Request for Proposal/Qualifications (RFP/RFQ) bidding process for projects and manage process through contract execution.
  • Manage all contracted services to ensure contract terms are met throughout the course of the work.
  • Develop project budget; monitor and control costs by reviewing invoices for professional services to assure services and work conform to the invoiced amounts.
  • Review and recommend approval, rejection or modification for additional services and change orders received for contracted work.
  • Ensure effective communication among consultants, contractors and others; communicate project statuses and issues to staff and other affected groups in a timely and accurate fashion.
  • Collaborate and coordinate with city departments and partners to develop and oversee execution of repair and major maintenance projects in compliance with public laws and to ensure that projects align with organizational goals and objectives and contribute to the overall success of the City.
  • Assist with the development of planning and vision documents.
  • Prepare informational materials and make presentations to City staff, elected officials and public groups; act as liaison between end users; coordinate and facilitate public open house meetings to solicit feedback.
  • Conduct complex plan review for City projects; perform regular inspections of construction projects to ensure compliance with plans and specifications, including safety requirements and other applicable standards; verify materials and methods used in construction.
  • Serve as a technical resource for City departments on building and site-related issues; analyze materials for longevity, durability, cost suitability and appearance; perform research on code issues; perform analysis of existing structures and sites; develop design solutions for identified problems where appropriate.
  • Manage all aspects of researching and applying for grants related to assigned area or project; administer grants and present information as needed.
  • Establish and maintain building and project files including plans, specifications, correspondence, maintenance contracts and financial information.
  • Coordinate with the City Attorney office to minimize legal challenges and issues.
  • Oversee project execution, including coordinating with contractors and vendors to ensure timely delivery of materials and services, monitoring project progress, and reporting project status to city officials and partners.
  • Maintain detailed records of project documentation, including budgets, schedules, contracts, and change orders, and provide regular updates to city officials and partners.
  • Execute bidding process for public works projects in Washington state, including knowledge of state, local laws, and regulations related to public works projects.
  • Familiarity with LEED certification and sustainable construction practices for public works projects.
  • Continuously review and improve project management processes and procedures in compliance with public bid laws to increase efficiency and effectiveness.
  • Oversee project close-out procedures, including final inspections, punch lists, and warranty requirements
  • Contribute to an environment of teamwork and respect.
  • Foster a culture of equity and inclusion by recognizing the diverse needs and perspectives of groups and individuals.
  • Remain current with relevant technological advancements as it relates to field.
  • Participate in and help provide cross-training in processes as directed by management to ensure a well-rounded team for coverage purposes.
  • Maintain regular, reliable, and punctual attendance.
  • Perform other duties as assigned.
  • May be assigned to support City priorities during emergencies.


Parks & Recreation Department Includes:

  • Understand and interpret plans, technical specifications, and code requirements.
  • Familiarity with environmental regulations and permitting requirements in Washington state; ensure permitting requirements are met and considered early in the design process
  • Assist in the development of resource conservation and stewardship management plans.
  • Assist in planning and preparation of the department’s Capital Improvement Program (CIP) budget.
  • Develop and coordinate community outreach efforts, such as community meetings and mailings.


EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:

Parks & Recreation Department:

  • Bachelor’s degree in Landscape Architecture, Construction Management, Urban or Regional Planning, or related field.
  • Minimum 5 years of parks/natural areas/trails design experience, project management, contract administration, and grant funding support experience.
  • Or minimum 9 years of relevant education and experience.
  • Valid Drivers’ License.
  • Successful passing of a required driving record check.
  • Successful passing of a required background check.
