The City of Renton's Public Works Maintenance department is recruiting to fill a Maintenance Services Director vacancy. Reporting to the Public Works Administrator this position will lead the largest division in Public Works consisting of 95.75 full-time employees and an annual operating budget of $52.14 million. This division is responsible for the operation and maintenance of the city's potable water system (water distribution, production, and treatment); wastewater conveyance and pump system, surface water system, street and right-of-way maintenance and clean-up; and city's fleet maintenance and vehicle procurement; and other associated operations. The city has been very proactive in the management of its infrastructure utilizing its talented workforce to pave street sections, install concrete sidewalks and curbs; repair pipelines and other infrastructure to insure the safe and effective delivery of service to its' residents and businesses. This group will also work with the Transportation and Utility Services Divisions on identifying projects and priorities with an annual $20 million Capital Improvement Program budget.

ESSENTIAL FUNCTIONS:

  • Ensure the maintenance services operations are provided in a manner that achieves the City’s business plan and goals and delivers outcomes important to the community.
  • Plan, prepare and control annual and capital improvement budgets; review financial and performance data; present programmatic expenditure requests; prepare and authorize contracts with outside agencies for maintenance of City facilities; evaluate proposals and award contracts in accordance with City policies and procedures.
  • Plan, organize, and coordinate City construction and maintenance projects and activities related to streets, storm and wastewater systems, water distribution systems, bridges and parking lots.
  • Oversee city wide vehicle and equipment maintenance and procurement.
  • Present proposed programs and projects to community groups at public meetings; make presentations to the City Council as necessary; represent the City on committees and boards regarding local and regional issues as required.
  • Coordinate with Transportation and Utility Engineering divisions the annual survey of maintenance requirements for determining area and City capital outlay projects, priorities and scheduling.
  • Establish preventative maintenance programs and procedures; schedule safety and other training sessions; provide technical guidance and training on operations and maintenance functions; inspect job sites for safety issues and proper work practices.
  • Inspect work in progress and completed projects to assure compliance with applicable codes, contract specifications, standards, work orders and timelines; evaluate construction and maintenance requests to determine feasibility and cost outlay.
  • Support the enhancement of the Public Works Cityworks Work Order and Asset Management Systems to automate a variety of records such as preventive maintenance, maintenance and repair records and inventory of equipment. In addition review project-engineering reports and make recommendations to the Administrator.
  • Respond to emergency and off-hour situations as required, including system failures, floods and snowstorms, keeping Public Works and City Leadership informed of progress and resolution.
  • Prepare and write formal bid specifications for vehicle and equipment purchases.
  • Manage and coordinate multiple construction projects concurrently.
  • Utilize effective methods to automate the organizing field operations, field data and related equipment in support of the city’s work order and asset management systems.
  • Oversee the hiring process within the division, ensuring hiring managers recruit and retain qualified staff.
  • Ensure managers and supervisors consistently utilize performance management techniques, recognize staff actions, and praise or discipline as needed.
  • Support department managers in dealing with a variety of organizational and programmatic issues (i.e., customer satisfaction, service delivery, community relations).
  • Develop and monitor short and long-range business plans, goals, and performance measures of the division and department.
  • Serve as a liaison to the Mayor’s executive leadership team, reporting on the status of current projects and activities, identifying issues, and assessing their impact, and proactively implementing and recommending solutions.
  • Provide technical and policy information to the public, city council and other stakeholders.
  • Resolve internal and external complaints holding staff accountable for their actions as appropriate.
  • Maintain positive relations with staff internal and external of the department.
  • Develop the annual budget and financial reports for the division; make recommendations for budget adjustments.
  • Develop and administer City policies and operating procedures as they pertain to maintenance services.
  • Create an environment of teamwork and respect.
  • Foster a culture of equity and inclusion by welcoming and meeting the diverse needs and perspectives of groups and individuals.
  • Remain current with relevant technological advancements as it relates to field.
  • Maintain regular, reliable, and punctual attendance.
  • Perform other duties as assigned.
  • May be assigned to support City priorities during emergencies.


EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:

  • Bachelor's degree in Engineering, Construction Technology, Business, or closely related field.
  • Minimum 8 years of progressive experience in managing municipal construction and maintenance programs, activities, and projects.
  • Or minimum 12 years of relevant education and experience.
  • 3 years supervisory experience.
  • Valid Driver’s License.
  • Successful passing of a required driving record check.
  • Successful passing of a required background check.
