Primary Purpose
Coordinates and supervises the installation, replacement, repair and maintenance of water distribution, sewer collection utilities and water treatment processes in the City Wells.
Supervision
Under the direct supervision of the assigned Project Supervisor and general supervision of the Operations Manager.
- Plans, coordinates, and performs construction and maintenance activities, including I & I reduction, emergency repairs on utility systems, and others as assigned.
- Assists in controlling expenditure of budgeted funds and recommends specifications for major equipment and material purchase.
- Exercises supplemental authority over all system functions and personnel in accordance with approved policy and procedure in the absence of Supervisors.
- Assists management in evaluating the work performance of subordinate personnel.
- Assists in planning, directing, and scheduling the installation or replacement of water and sewer utilities.
- Supervises the work of employees engaged in the repair and maintenance of streets or of utilities of the water and sewer collection system.
- Keeps manual and automated records and makes reports of all work completed.
- Contacts the public regarding problems and complaints about the utility systems.
- Coordinates use of equipment between the Public Works Departments.
- Performs necessary tasks involved with monitoring and maintaining the utility department equipment.
- Deals effectively and courteously with fellow employees, private contractors, and the public.
- Performs other duties as assigned.

- Attends in-service training sessions or other training sessions deemed appropriate by supervisor or department head.
- Maintains a neat and orderly work area.
- Maintains appropriate supplies for assigned area.
Education & Experience
- Must be a high school graduate or equivalent.
- Minimum of four (4) years previous experience in a Public Works position is required.
- Associates Degree may be substituted for the experience requirement on a year-for-year basis.
Knowledge, Skills, & Abilities
Must have the ability to plan, schedule, and supervise the construction, repair, and maintenance of utilities excavations in streets, alleys, sidewalks, and on public or private property; Must have the ability to read blueprints and be able to maintain manual and computerized records of replacement work and prepare report; Working knowledge of modern office procedures, ability to operate computers, and copiers; Answer phones as needed; Must be able to memorize and retain information; Must be able to effectively communicate through written and verbal skills; Must have good time management skills; Must have good cognitive and analytical skills; Must be able to handle stressful situations; Must be able to quickly assess or judge situations and make decisions under pressure in areas of responsibility.

Special Requirements
- Must possess a valid Missouri State Driver’s License and in some cases must provide own vehicle for on-the-job transportation purposes.
- Must possess a Class “B” Commercial Driver’s License (CDL) with airbrake endorsement with a Class “A” preferred.
- Must possess a Class “C” Water Treatment license, and Distribution System III Certification accreditation,

Must possess a Missouri Class "C" Wastewater Operator's Certificate accreditation.
Must possess an OSHA 10 Certification.
Miscellaneous Requirements
- May be required to work a variety of shifts including nights, weekends, or holidays.
- Subject to emergency call-in.
- Must be a dependable person due to the small size of the work force.
Tools & Equipment Used
Excavator, Dump Trucks, Back-Hoe, Front-end loader, Skid Steer loader, 2-Ton Service Trucks, Sewer Jetter Machine, Hydraulic, Pneumatic, and Electrical tools, SCADA Systems, and various hand tools.
Physical Demands
Performs bending, squatting, crawling, twisting, kneeling, and reaching to ground level and overhead; Must be able to reach, grip and hold; Must be able to walk and stand for prolonged periods of time; Must be able to lift 60 pounds above their head; Must be able to push, pull and carry 100 pounds. Must have the ability to operate a computer keyboard and mouse.
Work Environment
Both indoor and outdoor working environments with exposure to dust and pollen, toxic fumes, chemicals or smoke, contagious diseases, electrical and mechanical hazards associated with equipment, extreme noise; Subject to variety of extreme weather condition; Susceptible to safety hazards associated with working in and around high traffic volume; Works in confined places and awkward positions.
