What are the responsibilities and job description for the GIS & Data Coordinator position at City of Republic?

Primary Purpose
Acts as a GIS manager and process innovator who collaborates with staff to discover, train, and implement solutions with both GIS and other technology. Additionally, manages City geographic information systems, maintaining an up-to-date, user-friendly GIS data, servicing information requests with the use of traditional data products, web mapping applications, mobile GIS applications, paper maps, or customs solutions. Will operate as a member of various City teams and projects, to propose and implement advanced GIS application for process and data enhancement.
Supervision
Under the direct supervision of the Data Analytics Director.
- Collaborate with departmental staff to propose solutions to improve existing processes.
- Act as member of data team to coordinate needs of a department with the technical requirements of a proposed solution.
- Collaborates with Data Operations Manager and Data Engineer to outline process improvement projects, acting as the primary communicator of the implementation with the department staff.
- Manage Enterprise GIS server and Cloud GIS environment, maintaining operation, best practice, and implement enhancements.
- Performs data maintenance and provides tools to keep GIS current and useful to staff.
- Ensure proper backups, recovery, and versioning on all databases.
- Provide GIS asset management tools for utility infrastructure, giving an accurate, accessible toolset to the BUILDs department and other City Staff.
- Provide technical support for GIS desktop and mobile applications to City Staff, resolving issues and improving functionality.
- Administer, maintain, and train city-wide data collection program, establishing data standards for all GIS.
- Maintain, support, and train all GIS data collection equipment for staff use.
- Use Drones to capture, process, and publish aerial imagery to WebGIS as requested by staff.
- Develop and maintain all WebGIS applications planned and currently being used by city staff.
- Service information requests for all city staff, procuring professional data and map products.
- Deals effectively and courteously with fellow employees and the public.
- Performs other duties as assigned.

Education & Experience
- Formal training in GIS, Data Science, IT, or related disciplines. Bachelor’s degree or higher in business management, data science, information systems, or related field preferred.
- At least three (3) years of related experience GIS data and technologies.
Knowledge, Skills, & Abilities
Must have working knowledge of ESRI product suite. Must be able to configure and manage GPS equipment. Must possess a working knowledge of data analysis and visualization and modeling tools. Must have advanced abilities in GIS enterprise server and cloud management. Must possess Relational and Object-Oriented Database Management skills, including software comparable to SQL, Postgres, Azure, etc. Must have an understanding and ability to use various coding languages, including Python, SQL, JSON, Arcade, or comparable. Must be able to construct and communicate data automation, modeling, and visualization. Modern technology platform standards. Must be able to perform and coordinate platform and data integrations with use of application program interfaces (APIs). Must have a working knowledge of various web-based data formats, including data manipulation abilities in both enterprise and web-based environments. Must possess people management skills, communication skills, critical thinking, and collaborative skills.

Licensing/Certification Requirements
- Must possess a valid Missouri driver’s license.
- Certifications related to this position are strongly preferred.
Miscellaneous Requirements
- May be subject to emergency call-in.
- Must be a dependable person due to the small size of the work force.
Physical Demands
Performs bending and reaching to both ground level and overhead; lifts, carries, pushes, and pulls up to 30 pounds; must be able to hold and grip objects and possess the ability to operate a computer keyboard and mouse; must be able to sit for prolonged periods.
Work Environment
Primarily indoors with heating and cooling regulated, May be exposed to extreme weather, dust or pollen, toxic fumes, chemicals or smoke, contagious diseases, electrical or mechanical hazards and extreme noise. May be asked to work in confined spaces.
