Under general supervision of the Code Compliance Officer, performs animal control functions, administrative tasks as required, routine code enforcement, routine parking enforcement and related work as required assisting other Public Safety functions. The Community Service Officer position is ideal for individuals academically pursuing a future career in law enforcement. CSO’s are often candidates for future Police Officer positions within the City.
HOURS
Approximately 30-36 hours per week, including holidays and weekends. Must be able to work varied shift hours short notice.
- Receives and distributes messages and information in writing and by telephone and radio.
- Issues various violation notices and/or citations (including parking violations and environmental health violations).
- Performs first line animal control enforcement.
- Conducts field inspections of environmental health complaints interacting effectively with residents on code enforcement issues.
- Performs administrative tasks such as delivery of evidentiary materials with chain of custody.
- Processes bicycles and other found or recovered property.
- Maintains police equipment (takes vehicles for service weekly and on demand, and brings equipment in for repair).
- Participates in efforts to ensure Richfield is an equitable, inclusive and respectful organization and supports the City’s mission, vision and core values.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
- Must have a High School Diploma or General Education Development Certificate (GED).
- Current enrollment or courses taken in law enforcement or criminal justice.
- Must possess a valid Class D Minnesota driver’s license and have a satisfactory driving record.
DESIRED QUALIFICATIONS
- Previous experience of up to one year in Public Safety , which includes C.S.O. and/or Animal Control.
- Fluency in Spanish, Hmong, Somali, Vietnamese or other non-English language(s).

- Demonstrates knowledge of Public Safety communications procedures and equipment.

- Demonstrates an ability to operate a computer, mobile and tablet devices, and accurately type at least 25 wpm.

- Demonstrates an ability to exercise judgment regarding enforcement matters.
- Demonstrates an ability to understand and respect the diversity of customers and co-workers, effectively communicating with individuals whose first language may be one other than English.
PHYSICAL DEMANDS
Must be able to perform the physical tasks associated with law enforcement including:
- Lifting: Able to lift and carry up to a maximum of 100 pounds.
- Pulling/Pushing/Grappling: Capture, control, move animals from one location to another.
- Twisting/Turning: Getting in and out of motor vehicle, performing first aid.
- Hearing: Monitor radio communications, answer inquiries, comprehend work direction.
- Sight: Read reports, monitor patrol areas, identify vehicles or suspects
- Standing: Stand for various periods of time, including directing traffic flow and assisting at community events.
- Sitting: Sit for various periods of time in motor vehicle and at desk.
