HOURS Standard business hours (8:00 AM – 4:30 PM), plus occasional evening and weekend hours as needed.NATURE OF WORKUnder the general direction of the Assistant City Manager, manages the IT environment ensuring its integrity, reliability, availability and security. Also manages projects, services, and support to all City divisions for application software and other information technologies as needed, and supervises the IT Division staff. WORK ENVIRONMENTThe IT Division supports a fiber network connecting multiple City facilities, a Cisco VoIP system, VMware and Windows servers, PCs and laptops, printers, scanners, multifunction devices, and applications such as Laserfiche and Microsoft Office. The current IT staff consists of the IT Manager, a Network Administrator, an IT Technician, and a Help Desk Technician. In addition, the IT Division shares a GIS Analyst/IT Technician with the Public Works Department and a Police IT Technician with the Public Safety Department.The IT Division works closely with LOGIS, a consortium of Minnesota local government organizations. The City uses several municipal software applications provided and supported by LOGIS, as well as their network engineering and support, security consulting, backup, and data center services. The IT Division also manages the City’s internal office supplies “store”, building security system for the Municipal Center, Receiving at the Municipal Center, and mailing equipment, and provides election support to the City Clerk as needed.

EXAMPLE OF DUTIES
ESSENTIAL DUTIESManages all aspects of the acquisition, implementation, operation, and support of information technology systems, including software applications, networks, phone system, and mobile and desk-top computers and devices.Manages communications and working relationships between IT and other departments as well as LOGIS and outside IT service providers.Manages IT Division projects of varying complexity and organize and lead project teams.Manages the Municipal Center building security system and receiving, internal office supplies store, and mailing service.Prepares and administers the IT Division’s annual expenses and revenues budget, including chargebacks to City Departments for equipment and services provided. Responds to requests from service providers and staff to provide technical assistance and support.Consults with users on project requests and develops solutions, designs, and specifications as needed.Designs, develops, implements, and coordinates policies and procedures for all areas of information technology to assure data accuracy, security, and legal compliance.Works with vendors and LOGIS to obtain proposals and price quotes for hardware, software, and services.Approves IT Division purchases and reviews and approves invoices for those purchases.Manages the IT Division’s repository of technical and end-user documentation, and prepares documentation as needed. Provides support for the City’s various Microsoft Access, SQL, and web-based custom written applications, including engaging and directing the work of contract programmers as needed. Assists with the City’s response to data requests.Assists with Payment Card Industry Data Security Standards (PCS-DSS) compliance.Responds to after-hours emergency Help Desk calls.Serves on and supports the work of the staff Technology Team.Serves as the City’s Alternate Director on the LOGIS Board of Directors.Supervisory DutiesSupervises IT Division staff, conducts performance evaluations, assigns projects and tasks, and provides guidance and feedback.COMPETENCIESKnowledge of data networks, telecommunications systems, computer hardware, software systems and Help Desk services.Knowledge of information technology general controls, and data and cyber security.Knowledge of the basic principles and practices of employee supervision.Knowledge of the principles and practices of project management.Knowledge of the organizational structure, function, and operations of municipal government. Knowledge of Minnesota Data Practices Act requirements.Skill in analyzing and solving complex technical issues with computer equipment and software.Skill in preparing accurate detailed documentation of network equipment and software installations, configuration and troubleshooting procedures, and user software applications.Skill in budget preparation, monitoring, and attention to detail.Ability to establish and maintain effective working relationships with others.Ability to work independently and on a team and to be flexible in all aspects of the work environment.Ability to understand technical documentation and instructions.Ability to recognize sensitive and confidential data and to maintain its confidentiality.Ability to communicate effectively, both orally and in writing.Ability to think strategically with the ability to identify and implement long-term goals.Ability to provide exceptional customer service to both internal and external customers.
