Working hours may vary as this position may be required to work outside of normal working hours.
Annual salary for this position is $83,584 at the top of the range, with approved Cost of Living Adjustments in 2025 (4%). General Summary
Reduces cyclical/retaliatory gun violence in the City of Richmond by understanding the culture and dynamics of the communities plagued by gun violence, and taking actions necessary to reach the desired goal.
Distinguishing Characteristics
Under general supervision, Neighborhood Change Agents provide outreach services to at risk-individuals. Incumbents must exercise discretion and good judgment in working with confidential materials and often function as the first point of contact that members of the community have with the Office of Neighborhood Safety.
The most successful candidate has a verifiable work history of being a quick learner, ability to work independently, excellent judgment, focused, level-headed, having discretion, and capable of making sound decisions.
Desirable characteristics: self-motivated, ability to work well with many leadership styles, ability to pivot, willingness to pitch in during critical times, a strong commitment to the community.
- Assist in the development, implementation and refinement of protocols for addressing community conflict and violence.
- Assist in mediating low-level conflicts, referring high-level conflicts, and referring high-need residents for support services, including case management services, employment services, etc.
- Maintain constant community presence by conducting daily outreach to individuals involved in conflict, their friends and families, as well as high-risk residents; share information about services and resources, especially job opportunities; work to ensure community acceptance and support of ONS programs.
- Meet with team on a weekly basis to share contacts, outcomes, and ensure that all clients are being appropriately served.
- Assist in the development and maintenance of record keeping, evaluation, and data compilation systems, with special attention to confidentiality concerns.
- Develop and maintain referral system for client needs.
Education and Experience: Equivalent to graduation from high school and two (2) years of violence prevention experience.
Licenses and Certifications: Possession of a valid California driver's license at date of appointment or have access to another form of personal transportation.
Physical demands: Requires sufficient mobility to work in a typical office setting, vision sufficient to read printed materials, and hearing and speech sufficient to exchange information both in person and over the telephone.

Examination Phase: A limited number of better-qualified candidates will be invited to participate in a panel interview (weighted 100%). An Employment List will be established and each candidate must receive a passing score of 70% or above in the examination phase in order to be placed on the list. Having all of the minimum qualifications does not guarantee neither advancement nor placement on the Employment List.
A ranking of "A" (Best Qualified), "B" (Well Qualified) or "C" (Qualified) is required to achieve a position on the Employment List. The Employment List is valid for four (4) months unless extended an additional four (4) months, for a total of eight (8) months.
