Description
The Juvenile Detention Center Superintendent provides services to juveniles, such as classification, supervision, and counseling, as well as management of a secure detention center. The incumbent serves as the highest-level manager of a 24-hour detention facility. Work involves making interpretive decisions on behalf of the organization regarding the means for executing the goals established by City policy and the department director by utilizing available technology and resources. Such interpretive decisions provide context for the work to be accomplished by subordinates supervised within the units managed. The incumbent may; oversee daily operations and direct work flow; conduct, attend, and participate in departmental staff meetings and meetings with other departments, City leadership, and citizens; review, prepare, and submit reports; represent the detention facility and the City to outside agencies; develop, implement, and monitor policies and procedures; plan in-service training and ensure staff training and certifications are maintained; oversee correspondence; manage budgets and approve expenditures; and manage personnel.
Duties include but are not limited to
- Creates, changes, and updates program and policies when necessary, such as detention admission and release policies via contacts with interested public agencies, community organizations, and various communications media; administers and implements policies and objectives.
- Prepares budget estimates of operating expenses, such as where to spend or transfer money; ensures expenditures are kept within budget allotments.
- Sets goals for managers and employees; ensures goals are carried out.
- Reviews contracts; decides when to cancel or renew.
- Advises and plans for in-service training and orientation sessions for staff. members; approves training schedule.
Qualifications, Special Certifications and Licenses
- Bachelor's degree in criminal justice, social work, or related behavioral science field
- Six years of journey-level professional court service or detention experience
- Two years of supervisory experience at mid-level or higher in a secure detention facility.

TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.
- At-risk youth such as hostile youth who have experienced trauma within home and community
- Budgeting
- Processes and procedures of various Court Services units such as intake, probation, and parole
- Counseling and social work principles and practices, including casework methods, especially regarding problems of socially and emotionally maladjusted children
- Criminal justice systems and laws
- Detention home philosophy and administration of youth detention facilities
- Extensive knowledge in the juvenile justice field
- Strategic planning

- Assigning, scheduling, and reviewing work

- Program management within a secure detention facility, including the maintenance of a three-million-dollar budget, a three hundred- and seventy-five-thousand-dollar capital budget, finances, and fiscal plans
