The City of Richmond Department of Public Utilities is seeking a highly qualified candidate to fill the position of Engineer, Senior with the Water Engineering Division. This position will be responsible for managing and administering multi-faceted and complex federal-, state-, and locally funded projects. The incumbent should have a working knowledge of water modeling and experience designing and managing construction of major capital improvement projects of water distribution systems, operations, mains, valves, and hydrants. This individual will be managing distribution construction projects from conception to close-out; defining project scopes; operational problems, and specific needs while managing the engineering design process. This engineer will providing technical expertise to projects while working with architects, engineers, consultants, and outside agencies.

Duties include but are not limited to
- Managing work assignments, project scheduling, and budgets; reviewing specifications and drawings; inspecting job sites as required; coordinating project standards and procedures; preparing bid documents; developing budgets and budgeting proposals; reviewing and approving invoices, change orders, and design scope changes; attending or facilitating meetings; researching and compiling complex information and preparing complex reports; attending public meetings and making public presentations; assisting in budget preparation; maintaining project records; and coordinating with outside entities.
- Preparing, coordinating, reviewing, and monitoring preparation of project designs, plans, drawings, specifications, engineering studies, estimates, spreadsheets, and other materials. Collecting, gathering, interpreting, and analyzing engineering data for projects;
- Conducting engineering investigations/studies. Performing inspections to ensure compliance with project specifications, applicable codes, and other regulations;
- Evaluating detailed plans, specifications, and standards for projects; identifying potential conflicts with plans and making necessary field adjustments upon investigation or inspection;
- Maintaining logs/records, and permits; tracking systems and specialized databases, and entering data. Reviewing, preparing, and maintaining project status/technical reports, permit applications, inspections, and other documents;
- Meeting with project coordinators, consulting engineers, City representatives and contractors. Coordinating the ordinance and resolution review process; drafting and processing engineering documents, resolutions, and ordinances.
This individual may be required to work nights, weekends, holidays or on-call, as needed.
Qualifications, Special Certifications And Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in Civil or Mechanical Engineering
- Three years of engineering experience
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.
Knowledge (some Combination Of The Following)
- American Water Works Regulations and National Fire Protection Association.
- General knowledge of wet or dry utility distribution system (Water or Natural Gas).
- Engineering design, best practices, Maintenance of Traffic (MOT), and construction standards related to wet or dry utility distribution system (Water or Natural Gas).
- Applicable local, federal, and state codes and regulations related water distributions system.
- General knowledge of procurement laws for design consultant selection and contractors.
- Computer proficiency in Microsoft Office Suite
- Reading, Navigating, and interpreting GIS maps
- Proficient with generating, reading, and interpreting design/construction plans
- Proficient with AutoCAD and/or Civil 3-D
- Technical writing
- Oral and written communication
- Project management
- Proficient with water distribution hydraulic modeling and system planning
- Experience with dry utility Natural Gas Modeling is also acceptable
- Assemble complex information for others
- Navigate through and manage difficult situations working with diverse groups of individuals.
