The City of Richmond Department of Public Utilities, Richmond Gas Works division is seeking a qualified candidate with proven research and analytical experience for the position of Management Analyst, Senior. The successful candidate must have the ability to function independently, manage and prioritize multiple work assignments in an effective manner. This position will serve as the lead analyst for various office automation, business analytics, dashboard reporting programs and projects. The qualified candidate will have the ability to examine process efficiencies throughout the Division and make recommendations for new programs and automated work processes to meet the department's strategic goals.

The qualified candidate will have the ability to examine process efficiencies throughout the Division and make recommendations for new programs and automated work processes to meet the department's strategic goals.
Duties include but are not limited to
- Develop software solutions by studying requirements analysis and information needs; conferring with stakeholders and IT Management; studying systems flow, data usage, and work processes; perform software design using software development fundamentals and processes, debug, test, and deploy software solutions.
- Implementation of SharePoint-based workflows as well as development of Business Intelligence dashboards.
- Document and demonstrate solutions by developing, flowcharts, layouts, diagrams, charts, and code comments.
- Build proof of concept examples or graphical simulation processes. Maintain product test software and demos for training purposes.
- Protect operations by keeping information confidential.
- Actively participate in product design reviews by providing creative and practical ideas and solutions in a teamwork environment. A wide degree of creativity and latitude required.
- Demonstrate the ability to conceptualize manual processes and offer the best automated solution to effect compliant outcomes
- Review, collect and analyze data, conduct focus group workshops to develop, construct, implement and train on automated processes that will unify, integrate, and streamline activities, while leveraging data collection for analysis and compliance reporting.
- Reduce the division’s dependence on automation outside of the City of Richmond’s technology catalog.
- Constantly, actively and independently survey internal operations and business activities to offer process improvement opportunities through automation.
Qualifications, Special Certifications and Licenses
- Bachelor’s degree in related field
- Must have and maintain conceptual and operational knowledge of Microsoft Power Platform.
- Experience with SharePoint’s application services framework including implementation, configuration, and usages of Search, Managed Metadata, and User Profile Services.
- Demonstrated a skill at managing tasks, managing oversight of multiple tasks and reporting on expected outcomes.
- Attention to detail and commitment to high quality/error free deliverables
- Experience with SharePoint
- Power Platform Certification
- Microsoft Teams, MS Power BI, MS Power Automate, and MS Dataverse efficient
- Must be motivated, independent, and self-sufficient.
- Able to receive an assigned task and see it through to completion with minimal supervision.
- Must be well organized, a good communicator, able to effectively prioritize tasks, and manage projects from concept to production.
- Must be able to write thorough and concise functional and design specifications as well as easily readable end user documentation.
- Must be well able to brainstorm with others, thrive in a collaborative team environment, multitask, and quickly adapt to change.
- Possess leadership skills and ability to be led in a manner that is healthy to a positive and productive work environment.
