The City of Richmond Department of Public Utilities is seeking a qualified Safety Program and Operations Supervisor, Sr., to oversee the implementation and management of safety programs and operational procedures within the organization. This position ensures a safe and compliant working environment for all employees, contractors, and visitors by coordinating safety initiatives, monitoring performance, and ensuring adherence to regulatory standards. The Safety Program and Operations Supervisor will also support operational efficiency by working closely with various departments to identify potential risks, streamline workflows, and promote a safety-conscious culture.

In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.

The City of Richmond Department of Public Utilities is seeking a qualified Safety Program and Operations Supervisor, Sr., to oversee the implementation and management of safety programs and operational procedures within the organization. This position ensures a safe and compliant working environment for all employees, contractors, and visitors by coordinating safety initiatives, monitoring performance, and ensuring adherence to regulatory standards. The Safety Program and Operations Supervisor will also support operational efficiency by working closely with various departments to identify potential risks, streamline workflows, and promote a safety-conscious culture.
Duties include but are not limited to
- Creating and maintaining comprehensive safety programs that comply with OSHA and other relevant regulations.
- Regularly inspecting facilities, equipment, and work practices to identify potential hazards and ensure compliance.
- Collecting data, tracking incidents, and analyzing trends to inform safety initiatives and decision-making.
- Ensuring employees are adequately trained on safety protocols, emergency procedures, and the proper use of personal protective equipment (PPE).
- Maintaining up-to-date safety certifications and licenses, managing documentation, and reporting as required by law and company policies.
- Integrating safety measures into daily workflows and processes to support operational goals without compromising safety standards.
- Conducting root cause analysis of accidents or near-misses, determining corrective and preventive actions, and preparing reports.
- Encouraging employee involvement, promoting open communication, and providing safety-related guidance and resources.
- Submitting required reports for regulatory agencies, management, and internal stakeholders, documenting compliance efforts, safety performance, and incident outcomes.
- Staying up-to-date with industry trends, best practices, and new technologies related to safety and operational processes, and recommending changes based on audits, feedback, and incident analysis.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business or public administration, or field related to assignment
- Five years of journey-level professional experience in area related to assignment
- A Master's degree in business, public administration, or field directly related to assignment may be preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- Master’s Degree in Public or Business Administration
- At least 10 years of experience in a utility environment
- Strong leadership and organizational skills
- Extensive knowledge of OSHA regulations
- Strong analytical and problem-solving skills
- Demonstrated ability to develop and nurture cooperative and professional relationships
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
