The City of Richmond Office of the Real Estate Assessor is seeking a highly qualified candidates to fill the position of Real Estate Appraiser, Senior. The incumbent is responsible for performing complex real estate appraisals on land and residential and/or commercial, multi-family and industrial/warehouse buildings for tax assessment purposes.

Considerable knowledge of the Virginia industry's rules, standards, and regulations. Knowledge of different sources of data when assessing the value of a property . Demonstrated math and writing abilities,. Demonstrated ability to train others; to conduct research; to interact and work with different groups of people; stay up-to-date with real estate markets that can influence property ratings; maintain all information required for the valuation process of a property, such as sale documents and inspection records, and have a strong understanding of appraisal methodology. Computer programs such as Microsoft Office Suite. Use of basic appraisal instruments, equipment, and tools including camera and tape measure. Operating a City vehicle and knowledge of road rules in Virginia. CAMA Software (Computer Assisted Mass Appraisal), Proval Software and/or Vision valuation system. Real estate/appraisal knowledge. Utilizing software and various sources of information to make solid appraisal determinations. Written and oral communication. A thorough understanding of appraisal methodology. Solid math and business skills. A strong analytical skill set. Customer service skills. Problem-solving skills. Establishing and maintaining effective working relationships with other staff, City departments, property owners, and the general public. Ability to pay attention to detail. Multi-task. Organizational and time-management skills. Preparing and maintaining accurate appraisal records. Ability to speak, read, and write the English language effectively. Communicating effectively verbally and in writing.

- This position is unclassified. Therefore, the incumbent serves at the will of the
Duties include but are not limited to
- Listing and appraising real property, collecting and analyzing sales data and be able to defend assessments in the appeal process
- Preparing valuation schedules for neighborhoods, which include income approach pro-formas
- Investigating sales of real property and building characteristics for purpose of property valuation
- Performing field inspections and appraisals
- Preparing reports that include narrative data and sketches
- Researching assessment information for building, renovation and demolition permits
- Gathering, editing and sorting data relative to property sales
- Providing assessment information to public
- Measuring/calculating building size, reviewing assessments for office reviews, Board of Review, or circuit court appeals have been filed
- Assisting and training other appraisers
- Performing related duties as assigned

Minimum Training And Experience
- Bachelor's degree in real estate or related field
- Five (5) years of journey-level professional real estate appraisal experience.
- Requires professional education equivalent to IAAO Course 101, 102, 112,151, 300, 310, 311, and 312, Fundamentals of Real Property Appraisal, Income Approach to Valuation I and II, Standards of Professional Practice and Ethics, Fundamentals of Mass Appraisals, Applications of Mass Appraisal Fundamentals, Residential Modeling Concepts and Commercial/Industrial Modeling Concepts.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Candidate will have an Appraisal Designation(s) and be able to work and contribute as an Appraisal Team Member.
- Valid driver license with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
