Description

The City of Richmond Department of Public Utilities is seeking highly qualified candidates to fill the position of Utility Plant Specialist Supervisor in the Water Treatment Division. This position supervises assigned staff in an assigned area (mechanical, electrical, or instrumentation and controls) at a water or water purification plant. As assigned, work may include: supervising staff including assigning and reviewing work; directing emergency response procedures; developing and implementing preventative maintenance and other work plan activities; overseeing procurement and use of materials, parts, tools, and test equipment; ensuring all assigned maintenance activities are performed safely and in accordance with plant procedures; participating in maintenance and project meetings; maintaining records; scheduling and attending vendor demonstrations and new system equipment training; and performing site visits while technicians are in the field.

This position require working (8) hours shifts as an essential employee with overtime when necessary to include working weekend and holidays regularly.

Duties include but are not limited to

  • Assigns preventive and repair maintenance jobs by work order and established maintenance schedules.
  • Approves work requests and reviews existing open work orders for status and priority based on needs of the division and plant.
  • Troubleshoots unscheduled equipment outages and other problems encountered by assigned unit. Assists with special and emergency situations.
  • Performs basic administrative duties such as checking time sheets and submitting payroll documents, ordering parts and supplies, responding to phone calls and emails. Meets with vendors and contractors, attends vendor demonstrations, contractor equipment training sessions, and meets with public as necessary. Supervises assigned staff ensuring all assigned activities are performed safely and trains staff as necessary.

Minimum Qualifications

Qualifications, Special Certifications and Licenses

  • High School Diploma or GED; some positions may require and Associates Degree
  • Four years of experience relevant to areas listed above (working on mechanical equipment in a heavy industrial environment).
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:

  • Requires a valid Commonwealth of Virginia Driver's License with a satisfactory driving record must obtain a valid Commonwealth of Virginia Driver's License within 30 days of hire.
  • Requires a Commercial Driver's License or the ability to obtain a Commercial Driver's License within 90 days of hire.

PREFERRED LICENSES, CERTIFICATIONS, AND SPECIAL REQUIREMENTS:

  • Zone II requires all the above plus Forklift certification OR the ability to obtain Forklift certification within 90 days of hire
  • Zone III requires all the above plus VA Contractor Board Journeyman license;
  • Zone IV requires all the above plus VA Contractor Board Master License.

Knowledge, Skills, And Abilities

Knowledge

  • Principals of boiler maintenance and operations
  • Principles of HVAC
  • Centrifuges
  • Chemical metering
  • Electrical and mechanical equipment used at a utility plant (e.g. water purification, pumping, and water equipment)
  • CMMS automated system
  • Safety practices and principles Working knowledge of reading diagrams, schematics, pump performance curves and head versus pressure.
  • Licensure or certification in HVAC, Plumbing, Mechanical or Backflow
  • Experience working in or on an industrial facility; supervising maintenance personnel; working in or around a hazardous waste treatment facility; rebuilding pumps; operating, troubleshooting and repairing A/C units, Boilers and or Ventilations Systems; and training staff.
  • Same as what is expected of employees in their assigned area.

  • Supervise
  • Establish goals and objectives
  • Operate back-flow testing equipment
  • Operate plumbing equipment such as sewer snakes and drain cleaners
  • Operate power washers, chain saws, lawn mowers, weed eaters, and pruners
  • Operate cranes and other equipment for hoisting and pulling equipment
  • Operate equipment for laser alignment of pumps and motors
  • Operate and use basic hand and power tools
  • Operate drill press
  • Operate torches
  • Operate refrigerant equipment such as gauges, recovery machines, leak detectors, and scales
  • Operate electrical and electro-mechanical equipment
  • Problem solve and troubleshoot

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to balance, stoop, kneel, crouch, crawl, reach, stand, walk, push objects, pull objects, lift, use fingers and grasp objects. The working conditions may include exposure to noise, dust, grease, smoke, fumes, gases and potentially hazardous chemicals, hazardous physical conditions and extreme temperatures. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
