What are the responsibilities and job description for the EMS Coordinator position at City of Richmond?
The purpose of the class is to provide highly skilled supervision, leadership, and direction to the Emergency Medical Service (EMS) Programs within the Department of Fire and Emergency Services. The class research, plans, organizes, and implements programs within major organizational support activities through internal and external best practices and policies. The incumbent reports progress of daily and strategic activities to senior level executives to ensure alignment with organizational goals and objectives.
Functions as the senior EMS officer to the Fire Department Executive staff. Primary responsibilities include ensuring all EMS operations, employees, equipment, agency vehicle permits, agency EMS license, EMS equipment maintenance agreements, EMS policies, standards and protocols remain current and compliant with State Code and VA OEMS regulations. Shall serve as the primary Fire Department liaison interacting with community, hospitals, EMS council, State EMS advisory committee, Office of the Medical Director (OMD) and City of Richmond health entities. Is directly responsible for oversight of all facets of EMS training and EMS performance of agency personnel. Is directly responsible for oversight of all EMS records management and technical capabilities of reporting to ensure compliance with EMS record submittal. Assists in the formulation and management of the EMS annual budget. Meets regularly with the Fire Department Executive Staff to apprise of significant events, proposed changes in regulation and/or policy. Shall function primarily from an office but still actively participate in field operations, off site training initiatives as needed and at large scale events.

- Functions as Senior EMS officer to the Fire Department Executive staff, primarily ensuring compliance with EMS related licensing, certification regulations and enacted protocols.
- Functions as the Designated Infection Control Officer for the agency.
- Functions as the lead agency investigator on all EMS complaints and inquiries, makes determination and provides recommendations.
- Coordinates with State and Local Health Departments on various EMS/health/issues.
- Provides daily leadership to staff on EMS issues.
- Maintain thorough knowledge of VA State laws pertaining to EMS.
- Maintain thorough knowledge of EMS techniques, practices, regulations equipment enhancements and standards.
- Monitors daily EMS responses, performance of operational teams through prospective and retrospective QA/QI initiatives in collaboration with the compliance section.
- Analyzes EMS data and prepares technical reports as requested.
- Oversees major EMS projects on behalf of the Deputy Fire Chief.
- Familiarity with CAD (computer aided dispatch), EMD (emergency medical dispatch), NEMSIS (National Emergency Medical Systems Information System) and public safety communications systems and principles.
- Assists during hiring, promotional and discipline processes, as required.
- Maintains professional education, seeks additional training opportunities, and facilitates interaction to keep abreast of changes in requirements which affect Richmond Fire and Emergency Services.
- Conducts, attends, and interacts in meetings with Fire Department personnel, elected officials, hospitals, regional/State Council/Advisory meetings, Fire Departments and any other public agencies as directed by leadership.
- Leads training and enhancements, ensuring consistency and efficiency with agency protocols and manufacturer’s directions.
- Assist with maintaining record system of employee trainings that show proficiency of required skills.
- File all required annual/monthly reports to outside agencies in a timely and professional manner.
- Supervise Sworn and Civilian Staff members assigned to the EMS division.
- Plan, promote and develop strategic goals and objectives for the agency’s EMS operations.
- Ensures appropriate tracking and disposal of medical equipment, supplies and pharmaceuticals.
- Responsible for initiating and maintaining any EMS related MOU’s (memorandums of understanding), clinical observation contracts, and agency required pharmaceutical agreements as directed by leadership.
- Assists in procuring funding through outside agencies and grants.
- Performs any other duties as required by leadership.
- Ability to speak, read, and write the English Language in performance of duties.
- Continuously hold a valid driver’s license.
- Possess a VA State and National Registry EMS ALS credential, Paramedic preferred.
- Requires Bachelor's Degree Public Health, Fire Administration, Public Administration, Business Administration, or related field.
- Proficiency with Microsoft Office suite of applications, electronic patient care reporting systems (web-based and mobile applications), and asset management applications.

Qualifications, Special Certifications and Licenses
- US Citizenship.
- At least five or more years of sworn or non-sworn experience at the rank of Captain or equivalent in a career fire department with five or more years directly related EMS experience with at least three of those years in a supervisory position.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Requires appropriate professional licensure or certification as it relates to the EMS section of responsibility.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification require the ability to regularly climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear, see, and perform repetitive motions. This job requires normal visual acuity and field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
