This position is Unclassified and serves at the will of the Appointing Authority.
- Grants Management:
- Oversee the entire grants lifecycle, including identification, application, management, and compliance.
- Develop and implement policies and procedures for efficient and effective grants administration.
- Ensure timely and accurate reporting to funding agencies and stakeholders.
- Coordinate with various city departments to identify funding needs and opportunities.
- Monitor and evaluate the performance of grant-funded programs and projects.
- Strategic Planning:
- Lead the development, implementation, and monitoring of the city’s strategic plan.
- Facilitate strategic planning sessions with senior leadership and key stakeholders.
- Analyze data and trends to inform strategic priorities and decision-making.
- Develop and track key performance indicators (KPIs) to measure progress towards strategic goals.
- Prepare and present reports on the status of strategic initiatives to city leadership and the public.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge:- Strong comprehensive understanding of federal, state, and local grant regulations and requirements.
- Knowledge of strategic planning methodologies and performance management principles.
- Familiarity with public sector budgeting and financial management.
- Considerable knowledge in agencies, support staff, companies, products and requirements in area of focus; business development; budget management; management practices; policy development and implementation; and project management.
- Strong leadership and team management skills.
- Excellent analytical, organizational, and problem-solving abilities.
- Proficient in using grants management and performance measurement software.
- Exceptional written and verbal communication skills.
- Ability to build and maintain effective working relationships with internal and external stakeholders.

MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in public administration, business administration or field directly related to assignment
- Minimum of seven years of experience in grants management, strategic planning, and performance management.
- Proven track record of successfully securing and managing grants from various sources.
- Experience in a leadership role within a government or public sector organization.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- None required
PREFERRED TRAINING AND EXPERIENCE:
- A Master's Degree in a field directly related to assignment is preferred
- Experience working in the public, non-profit sector, or high education setting, particularly as a manager or a lead
- At least five (5) years of progressive management experience
- Experience in developing organizational or departmental strategic plans and experience engaging in organizational process improvement
- Experience performing data analysis (on large data sets) and reporting on the results:
- Experience with running (using) various statistical analysis programs (SPSS, SAS, etc.) and running various statistical analysis models (regression, longitudinal, etc.)
Salary : $96,380 - $160,952
