Position Summary
The Code Enforcement Officer-I enforces the City's zoning codes and ordinances and increases public awareness of the importance for compliance to ensure a safe, sanitary, and clean community environment. Incumbents exercise a considerable amount of advanced technical skills and independence in the day-to-day operation of duties including coordinating and communicating enforcement activities with other concerned parties, including those of a more difficult or sensitive nature.

Knowledge, Skills and Abilities
Knowledge : Principles, practices and methods of investigation and enforcement of federal, state and City codes and ordinances in assigned area. Local regulations and professional standards related to test sampling of waste products that could impact the health and safety of residents in assigned area. Public speaking and public relations and public relations methods.
Skills : Must be able to type rapidly and accurately enough to successfully produce documents / spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Problem identification, resolution and conflict management. Performing research, make independent investigations and decisions, and to apply planning and Maintain a high degree of organization and attention to detail in dealing with Code Enforcement matters, Interpretation of laws, rules, regulations specific to a variety of health, safety, conservation, environmental or nuisance prevention codes and regulations in assigned area. Interpretation of oral, written, mathematical, legal, statistical and regulatory information dealing with investigation, evidence gathering and preservation, and enforcement of regulatory, environmental, health and safety ordinances and standards in assigned area. Operation of standard office equipment including a personal computer using word processing and spreadsheet applications, including Paradox and HTE.
Abilities : Read and interpret technical documents such as regulations, safety rules, operating and maintenance instructions, and procedure manuals. Carry out instructions furnished in written, oral, or diagram form. Use math concepts to present data in charts, graphs, and presentations. Express one's self clearly and concisely orally and in writing to record occurrences, prepare reports, issue citations and tactfully and impartially interpret and explain the provisions of various City ordinances. Represent the City in a mature, tactful, and professional manner while trying to gain compliance. Establish and maintain effective working relationships with coworkers, officials, customer departments, contractors, regulatory agencies and the public. Ability to communicate with the public verbally on complicated code and zoning issues in a clear and concise manner
Interaction with Groups / Agencies / Entities : Internal : Works with department supervisors and managers on zoning and code enforcement problems and special projects. External : Interacts on a daily basis with business owners, property owners, and the general public on zoning and code enforcement problems.
Essential Functions

- Enforce City ordinances and codes related to litter, zoning, signage and property maintenance throughout the City.
Patrol and inspect assigned areas for code violations.
Receive, record and follow-up on complaints from staff, general public and businesses related to code violations.
Track all complaints and violations for re-inspection and compliance with City ordinances.
Inspect premises for overall cleanliness, adequate disposal of garbage and rubbish, and for signs of vermin infestation.
Cite violators for non-compliance of City Ordinances and represents the City of Rio Rancho in Court proceedings.
Consult file of violation reports and revisits dwellings at periodic intervals to verify correction of violations by property owners and tenants.
Document all zoning and code complaints, violations and results in the HTE system.
Prepare forms and letters advising property owners and tenants of possible violations and time allowed for correcting deficiencies.
Prepare reports of zoning and code enforcement activities and investigations as required by the Municipal Court.
Serve as community resource on code issues, answering customer questions on the telephone and in person, advising the public regarding zoning and dwelling code requirements and providing education on code enforcement through newsletters, pamphlets and neighborhood meetings.
